About the position

The Strategic Procurement Purchasing Manager at Kratos is responsible for leading a team of procurement professionals to ensure compliance, product quality, and effective teamwork. This role involves developing policies and procedures, managing supplier relationships, and executing procurement strategies that align with organizational objectives. The manager will also conduct training, perform risk analysis, and maintain performance metrics to drive continuous improvement in procurement operations.

Responsibilities

  • Manage a team of procurement professionals, ensuring teamwork, product quality, and compliance.
  • Develop, maintain, and conduct training; serve as a mentor and coach for the team.
  • Develop and execute policies and procedures supporting FAR, DFAR, and contractual requirements.
  • Build and maintain strong business relationships with suppliers.
  • Develop solutions to complex problems requiring ingenuity and creativity.
  • Perform risk analysis and identify mitigation plans for potential risks.
  • Identify Key Performance Indicators (KPIs) and maintain performance metrics for procurement.
  • Collaborate with program teams to align staffing and solutions with organizational objectives.
  • Source, negotiate, and purchase machinery, equipment, and supplies as per contract requirements.
  • Lead the preparation of Request for Quotes (RFQ) and bid packages.
  • Ensure compliance with company procedures and Government Prime Contract requirements.
  • Conduct price/cost analysis and complete compliance documentation.
  • Compile and analyze statistical data to establish price objectives.
  • Establish metrics to track supplier performance and evaluate material acquisition opportunities.
  • Monitor price trends and market dynamics.
  • Review quotes/proposals, negotiate prices, and maintain necessary records.
  • Support monthly reviews of procurement workload forecasting and performance.
  • Maintain high ethical standards in all procurement activities.

Requirements

  • 5+ years of related experience in procurement and management of various contract types.
  • Significant purchasing experience with a strong background in material procurement.
  • Experience in preparing RFQs/RFPs and negotiating terms and conditions.
  • Working knowledge of the Federal Acquisition Regulations (FAR) and Acquisition Management System (AMS).
  • Proficiency in Microsoft Office applications and MRP/ERP systems.
  • Strong communication skills, both written and oral, with the ability to present financial information clearly.
  • Strong problem-solving and critical thinking skills, with the ability to manage complexity and ambiguity.
  • Ability to develop and negotiate long-term agreements.

Nice-to-haves

  • Experience managing Supply Chain activities for large programs.
  • Proficiency with the Costpoint MRP/ERP system.
  • Ability to work independently and manage large workloads with quick turn-around.
  • Exceptional organizational skills.
  • Experience with the Contractor Purchasing System Review (CPSR) process.
  • Bachelor's degree in Business, Supply Chain, Logistics, Engineering or related field.
