About the position

The Purchasing Section is responsible for the procurement of a high volume, very complex and diversified range of contractual and non-contractual goods and services for the Department. This includes the Department's information technology purchasing requests, such as customized IT software solutions and services, working one-on-one with the departmental project manager, software purchases and quarterly bulk equipment purchases, and working closely with the Department of Information Technology personnel. Additionally, the position involves procuring specialized laboratory and medical equipment, farm and animal supplies, safety and firefighting equipment, veterinary equipment, scales and weighing apparatus, and chemical & clinical laboratory equipment. This position may also serve as one of the backups to the Purchasing Manager in their absence and assists with pending or special projects. Must be able to multi-task and handle issues that arise with little or no warning and make decisions to bring resolution. The position makes determination for the appropriate acquisition procedure utilizing state term contracts, written quotes, bid processes, including working with State Purchase and Contract (P&C) or Department of Information Technology (DIT) based on Administrative Code, state statutes, policies, and procedures. The position will conduct both pre-proposal conferences and site visits as required.

Responsibilities

  • Procure a high volume of contractual and non-contractual goods and services for the Department.
  • Handle information technology purchasing requests and work with departmental project managers.
  • Procure specialized laboratory and medical equipment, farm and animal supplies, and safety equipment.
  • Serve as a backup to the Purchasing Manager in their absence.
  • Assist with pending or special projects.
  • Make determinations for appropriate acquisition procedures.
  • Conduct pre-proposal conferences and site visits as required.

Requirements

  • Experience with large scale purchasing methods and procedures.
  • Experience working with Procurement contracts.
  • Ability to independently compose contract documents and correspondence.
  • Ability to balance and prioritize procurement requests in a high-volume environment.
  • Ability to research different materials, commodities, and services.
  • Must have a valid driver's license.
  • Ability in building relationships and partnerships with peers, internal and external customers, and all levels of management.

Nice-to-haves

  • Knowledge and experience with a broad range of complex services, information technology procurements (IT) and commodities.
  • Experience with the Interactive Purchasing System (IPS) and/or the North Carolina Financial System (NCFS).
  • Experience with P-cards.
