About the position

The Procurement Specialist will support the Office of Council Services by managing procurement activities, including purchasing, bid contracts, and maintaining procurement records. This role is essential in assisting the County Council in its legislative process and ensuring compliance with procurement policies. The position is appointed for a term and may be reappointed for additional terms.

Responsibilities

  • Perform procurement, purchasing, bid contracts, purchase orders, and proposals.
  • Assist with maintaining inventory as defined by the County of Maui and OCS.
  • Prepare specifications, terms, and conditions for simple repetitive purchases; evaluate bids and recommend awards.
  • Provide information on product quality, source, policies, and procedures to staff as needed.
  • Assist with finalizing documents and postings for Requests for Proposals, formal bids, and awards.
  • Contact vendors on contract administration matters such as late delivery and delivery schedules.
  • Draft vendor correspondence relating to acceptance or rejection of proposals.
  • Assist with phases of contracting and make recommendations.
  • Review invoices, purchase orders, and other source documents for conformance with standards.
  • Assist in compiling data for budget requests.

Requirements

  • Bachelor's Degree from an accredited college or university preferred or equivalent combination of education, training, and experience.
  • 1 year of progressively responsible professional experience in technical purchasing work involving formal bidding procedures.
  • Possession of a valid motor vehicle operator's license.
  • Ability to learn principles and practices of governmental purchasing and communicate clearly and effectively.

Nice-to-haves

  • Basic knowledge of Hawaii government purchasing statutes, rules, principles, practices, and procedures.
  • Experience with inventory control policies and procedures.

Benefits

  • Salary range of $58,220 to $93,243 annually depending on education and experience.
