About the position

The role serves as a technical resource across several BCBSA technical projects, focusing on the software products developed and supported by Information Technology. The primary objective is to ensure that these applications meet the needs of stakeholders effectively. The position involves providing services for Plans and BCBSA staff, which includes offering 2-4 tier product support in collaboration with Information Technology's engineering and development teams. The individual will support and interact with team members throughout BCBSA, application users, and cross-functional teams, ensuring seamless communication and collaboration. Key responsibilities include the maintenance and administration of application and server resources, along with the analysis, evaluation, and support of the operational environment. This encompasses monitoring systems, resources, applications, and users to guarantee maximum system availability. The role also requires providing both order-of-magnitude and detailed estimates for software development activities, refining estimating models based on previous project actuals and trends to enhance accuracy. Troubleshooting and debugging Information Technology systems and products to improve performance is another critical aspect of the job. The individual will partner with business partners and development teams to identify and implement processes that facilitate technical operations and testing of applications. Adhering to good documentation practices is essential, which includes producing and managing formal artifacts, as well as writing clean, readable, and standards-compliant code and unit tests. The role also involves serving as the primary or backup contact to define non-functional specifications and contribute to application/system design, focusing on supportability, maintainability, and reliability. Additionally, the individual will supervise project teams in a matrix environment, monitor milestone and project status, and collaborate with internal and external consultants.

Responsibilities

  • Function as the technical resource across several BCBSA technical projects focusing on software products developed and supported by Information Technology.
  • Provide 2-4 tier product support in conjunction with Information Technology's engineering and development teams.
  • Maintain and administer application and server resources.
  • Analyze, evaluate, and support the operational environment, including monitoring systems, resources, applications, and users.
  • Provide both order-of-magnitude and detailed estimates for software development activities and artifacts.
  • Develop and refine estimating models based on previous project actuals and trends to improve accuracy of estimates.
  • Perform troubleshooting and debugging of Information Technology systems and products to improve performance.
  • Partner with business partners and development teams to identify and implement processes for technical operations and testing of applications.
  • Follow good documentation practices, producing and managing formal artifacts, and writing clean, readable, and standards-compliant code and unit tests.
  • Serve as primary or backup contact to define non-functional specifications and contribute to application/system design for supportability, maintainability, and reliability aspects.
  • Supervise project teams in a matrix environment and monitor milestone and project status.

Requirements

  • Bachelor's Degree in Computer Science, Information Systems, or equivalent work experience in a similar work environment.
  • Minimum 7+ years of IT work experience focused in production support.
  • Experience as a team lead or member on project teams in a cross-functional environment.
  • Experience within a customer-focused environment.
  • Expert knowledge of design, implementation, management, and support of Oracle, DB2, UDB, MySQL, MS SQL, and Vertica.
  • Strong analytical skills and team-oriented interpersonal and communication skills to lead team efforts.
  • Thorough understanding of technical concepts required for specialized field.
  • Excellent written, verbal, and listening communication skills, with the ability to communicate effectively with Plan management at all levels of the organization.
