About the position

Seattle Public Utilities (SPU) is seeking a highly motivated Product Manager (Strategic Advisor- 2, IT BU-P) to play a critical role in managing our Asset Management Systems projects and support activities to ensure we get the most value out of our technology investments. In this solutions-oriented role, you'll leverage your expertise in Agile project and product management, system integration, and data analysis to lead cross-functional teams in developing and implementing SPU's technology needs. This position is essential for overseeing the lifecycle of programs, collaborating with stakeholders to set goals and timelines, monitoring performance, defining success metrics, and managing communications with project participants. You will support implementation and user adoption while aligning projects with SPU's technology roadmap. As a Product Manager, you will maintain the product roadmap based on business needs, strategic plans, and vendor input. You will provide oversight and coordination of all technical workstream activities, including status reporting, resourcing, requirements, design, build, test, and deployment tasks. Your leadership will guide product development, and you will estimate resource needs for ongoing maintenance of asset management systems. In addition, you will launch new projects and programs using Agile methodologies, leading Agile ceremonies such as sprint planning, reviews, backlog refinement, and stand-ups. Your role will also involve ensuring SPU complies with IT security and privacy policies while continuously evaluating new technologies to improve operations. You will partner with others to deliver effective technology solutions and stay informed about industry best practices and emerging asset management technologies. This position is not only about managing projects but also about championing opportunities for business process improvements and operational changes, making it a dynamic and impactful role within SPU.

Responsibilities

  • Lead SPU's Asset Management Systems projects (CIP & O&M).
  • Oversee lifecycle of programs; set goals/timelines, monitor performance, define success metrics, manage communications with project participants, support implementation and user adoption.
  • Align projects with SPU's technology roadmap.
  • Develop project plans and communication strategies.
  • Identify potential risks and opportunities; collaborate with cross-functional and technical teams to communicate and escalate technical impacts.
  • Minimize disruptions during system implementations and upgrades.
  • Support vendor selection processes (RFPs, RFIs, RFQs) and manage relationships (deliverables, performance, contracts, payments).
  • Ensure compliance with SPU and IT governance requirements.
  • Maintain product roadmap based on business needs, strategic plans, and vendor input.
  • Provide oversight and coordination of all technical workstream activities, including status reporting, resourcing, requirements, design, build, test, and deployment tasks.
  • Provide leadership and direction for product development.
  • Estimate resource needs for ongoing maintenance of asset management systems.
  • Maintain an up-to-date product roadmap and backlog in Azure DevOps.
  • Launch new projects and programs using Agile methodologies.
  • Lead Agile ceremonies (sprint planning, reviews, backlog refinement, stand-ups).
  • Ensure SPU complies with IT security/privacy policies and participates in relevant programs.
  • Continuously evaluate new technologies to improve SPU's operations.
  • Partner with others to deliver effective technology solutions.
  • Stay informed about industry best practices and emerging asset management technologies.

Requirements

  • A bachelor's degree in Business Technology, Management Information Systems or a related field or an equivalent combination of education and experience.
  • Five (5) years' experience in Business Analysis, Project Management, Product Management, Agile Delivery, and business process re-engineering, asset management, GIS or related field.
