About the position

The Product Owner Analyst position within the Division of Family and Medical Leave Insurance (FAMLI) at the Colorado Department of Labor and Employment is a critical role responsible for managing and enhancing the technological systems that support the FAMLI program. This program, approved by Colorado voters in November 2020, ensures that workers in Colorado have access to paid leave for various life circumstances. The Innovation and Technology Unit, where this position resides, is tasked with overseeing the development and continuous improvement of these systems, ensuring they meet the needs of both employees and employers. As a Product Owner Analyst, you will report directly to the Product Manager and play a pivotal role in implementing the overall vision for the product. Your responsibilities will include maintaining, grooming, and prioritizing backlogs for assigned value streams, ensuring that the final outcomes align with stakeholder expectations. You will conduct requirements gathering sessions with stakeholders to ensure that the features requested meet their needs, and you will regularly review and adjust backlogs to reflect changes and new findings. In addition to managing the product roadmaps, you will collaborate closely with development teams, participating in sprint ceremonies and ensuring that the development process aligns with business requirements. You will also serve as the primary point of contact for both internal stakeholders and development teams regarding system incidents and process flow issues. Your role will require you to monitor vendor performance and maintain effective partnerships to ensure that business needs are met efficiently. This position offers a hybrid work environment, allowing for flexibility while still requiring in-person attendance as needed.

Responsibilities

  • Report to the Product Manager and assist in implementing the overall vision for the Product.
  • Maintain, groom, and prioritize backlogs for assigned value streams; responsible for final outcomes.
  • Conduct and lead Requirements Gathering sessions with stakeholders to ensure feature alignment with needs.
  • Regularly review and groom backlogs to ensure priorities reflect changes and new findings.
  • Collaborate with development teams and participate in sprint ceremonies such as planning, demos, and retrospectives.
  • Review and approve user stories in ADO by confirming with business requirements documents.
  • Assume decision-making authority regarding what is built and in what order in the context of assigned value streams.
  • Ensure all environments are updated and assist with User Acceptance Testing (UAT).
  • Monitor vendor performance and maintain cooperative partnerships to meet business needs.

Requirements

  • Six (6) years of relevant experience in a related occupation demonstrating strong technical, quantitative, and analytical skills.
  • Experience with requirements gathering, creating, and approving user stories and acceptance criteria.
  • Experience in planning, creating, working with, and analyzing unstructured data.
  • A combination of related education and/or relevant experience equal to six (6) years of professional experience.

Nice-to-haves

  • Experience working on building large scale, mission-critical digital systems.
  • Background in insurance or leave management systems.
  • Experience working with stakeholders and customers in requirements gathering and agile methodologies.
