About the position

The Oregon Department of Justice is seeking a Product Owner (Operations and Policy Analyst 3) to join its Legal Tools Program Team. This role involves acting as a liaison between the vendor for the legal tools product and the program team, focusing on program and project management. The Product Owner will identify valuable features to enhance the product's efficiency and effectiveness, ensuring it meets the needs of various stakeholders. The position utilizes a hybrid Waterfall/Agile methodology and is dedicated to delivering a product that aligns with the unique requirements of the Department of Justice. Currently, this is a limited duration position through June 30, 2025, with potential for extension or conversion to a permanent role.

Responsibilities

  • Serve as a liaison between the vendor and the Legal Tools Program Team.
  • Identify and prioritize features to maximize product value for the agency.
  • Oversee the implementation of the product and continuously improve business processes.
  • Develop and execute the product roadmap in alignment with stakeholder needs.
  • Communicate progress and results to the Executive Steering Committee and other stakeholders.
  • Facilitate collaboration with the development team to ensure user stories are ready for development.
  • Track and report on product upgrades, changes, and releases.
  • Analyze current product processes and recommend improvements.

Requirements

  • Bachelor's degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science, or a related field.
  • Four years of professional-level evaluative, analytical, and planning work experience, or equivalent combination of education and experience totaling seven years.
  • Proficiency in enterprise-level technology support processes and procedures.
  • In-depth knowledge of Scrum and/or Agile Software Development Methodology.
  • Professional Scrum Product Owner or equivalent Project Management certification.
  • Ability to make effective presentations to diverse groups.
  • Strong communication, troubleshooting, and problem-solving skills.
  • Experience working on large-scale IT modernization projects.

Nice-to-haves

  • Experience with Azure DevOps, Jira, Miro, SharePoint, Power Platform, and Teams.
  • Ability to learn and master new technical and business skills.
  • Experience leading and collaborating with cross-functional teams.
