About the position

The Oregon Department of Justice is seeking a Product Owner (Operations and Policy Analyst 3) to join its Legal Tools Program Team. This role involves acting as a liaison between the vendor and the Legal Tools Program Team, focusing on program and project management. The Product Owner will identify valuable features for the legal tools product, ensuring it meets the needs of the agency while implementing a hybrid Waterfall/Agile methodology. The position is currently limited duration through June 30, 2025, with potential for extension or conversion to permanent status.

Responsibilities

  • Serve as a liaison between the vendor for the legal tools product and the Legal Tools Program Team.
  • Work closely with project managers, business analysts, technical experts, and stakeholders to align product features with agency needs.
  • Identify and prioritize features to maximize product value for employees, managers, and IT professionals.
  • Oversee the implementation of the product and continuously improve business processes.
  • Develop and execute the product roadmap, ensuring alignment with strategic initiatives.
  • Communicate progress and milestones to stakeholders, including the Executive Steering Committee and Chief Information Officer.
  • Facilitate collaboration with the development team and ensure user stories are ready for development.
  • Track and report on product upgrades, changes, and releases.

Requirements

  • Bachelor's degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science, or a related field.
  • Four years of professional-level evaluative, analytical, and planning work experience, or a combination of education and experience equivalent to seven years.
  • Proficiency in enterprise-level technology support processes and procedures.
  • In-depth knowledge of Scrum and/or Agile Software Development Methodology.
  • Professional Scrum Product Owner or equivalent Project Management certification.

Nice-to-haves

  • Experience with Azure DevOps, Jira, Miro, SharePoint, Power Platform, and Teams.
  • Ability to make effective presentations to diverse groups.
  • Desire and ability to learn and master new technical and business skills.
  • Experience working on large-scale IT modernization projects.
