About the position

Parsons is looking for an amazingly talented Product Owner to join our team! As a Product Owner, you will play a crucial role in maximizing the value and performance delivered within the FORGE program. The Future Operationally Resilient Ground Evolution System (FORGE) is a program that will utilize the resources and capabilities of both the legacy Space Based-Infrared System (SBIRS) and the Next Generation OPIR system. FORGE will use current ground architecture to leverage newer technologies, facilitate the addition of new systems, and incorporate these into a common C2 architecture that includes infrastructure, platform, and core services. The Product Owner will lead a talented team of Scrum Masters while working with various vendors, engineers, and the customer to develop the FORGE ground baseline. In this role, you will develop and maintain a clear and prioritized product backlog that aligns with the strategic objectives of the organization. You will ensure that user stories are well-formed, aligned with product strategy, and include necessary characteristics like ‘INVEST' and Behavior-Driven Development (BDD). Your responsibilities will include prioritizing backlog items based on value and cost of delay to ensure efficient delivery and continuous value flow. You will engage with stakeholders to gather requirements, understand their needs, and incorporate their feedback into the product backlog. Additionally, you will create whole-product solutions that address multiple customer needs and provide significant value, using tools and processes to guide design and development for optimal customer satisfaction and loyalty. You will drive continuous feedback loops that enhance the value stream, actively seeking both quantitative and qualitative feedback to gain a thorough understanding of where solutions are effectively delivering value and where they may fall short. Applying Scaled Agile Framework (SAFe) principles will be essential, as will participating in Agile team events such as iteration planning, backlog refinement, iteration reviews, retrospectives, and syncs, providing feedback from a customer-centric perspective. Collaboration with leadership to define and communicate the product roadmap, ensuring alignment with business goals and customer needs, will also be a key part of your role. You will prioritize features in the ART Backlog for optimal economic outcomes and effectively communicate the vision and roadmap during PI Planning to align teams for successful implementation. Monitoring and reporting on product performance metrics, making data-driven decisions to improve product outcomes, and identifying and mitigating risks related to product development will be critical to ensuring timely resolution of issues that may impact project success. This position requires 100% onsite presence in Colorado Springs, CO.

  • Identify and mitigate risks related to product development, ensuring timely resolution of issues that may impact project success.

Requirements

  • Bachelor's Degree in Engineering or an equivalent technical/scientific discipline and 10+ years of related professional experience.
  • Expert knowledge of SAFe® principles, excellent leadership skills, and a passion for fostering a culture of continuous improvement.
  • Strong understanding of Agile principles and the ability to apply them in a flexible and pragmatic way.
  • Experience working with Agile/SCRUM, writing user stories and following the development process through user story acceptance.
  • Ability to work on numerous assignments at one time with demonstrated follow-through, attention to detail and commitment to business partnership.
  • Excellent communication, facilitation, and coaching skills.
  • Ability to mediate and resolve conflicts within the team effectively.
  • Comfortable navigating ambiguity - in business requirements, technology options and project direction.
  • Hold active Top-Secret clearance.
  • Certifications: SAFe® for Teams, Agile Product Manager Certification, Product Owner / Product Manager Certification.

  • Active Top-Secret/SCI Clearance
  • DoD 8140.03 Certifications such as CompTIA Security+, CompTIA Cybersecurity Analyst (CYSA), Certified Information Systems Security Professional (CISSP), etc.
  • Knowledge of Atlassian tools (Jira and Confluence)
  • Experience working on SAFE® Agile or Scrum development teams
  • Previous experience with SBIRS and/or OPIR systems.
