About the position

LMI is seeking a Product Owner to support a federal program management office (PMO) responsible for planning, acquiring, and managing the deployment and operation of technology and capabilities aimed at enhancing border security. The ideal candidate will be an energetic self-starter focused on delivering practical and efficient solutions through collaboration within an interdisciplinary team. This role involves providing quality assurance support to the client's PMO located in Washington, D.C. As a consultancy dedicated to improving government operations, LMI draws from extensive expertise in advanced analytics, digital services, logistics, and management advisory services. Established in 1961, LMI has built a reputation as a trusted third party to federal civilian, national security, and defense agencies, operating without commercial or political bias. Over nearly 60 years, LMI has supported 40 government agencies, including the Departments of Defense and Health and Human Services, demonstrating a commitment to the government's mission and the people it serves globally. The Product Owner will be responsible for overseeing the entire product development process, ensuring that the final product meets specified requirements and preferences. This includes conducting end-to-end analysis, design, and development of complex systems, as well as collecting and defining requirements for future user stories. The role requires collaboration with various teams, scrum masters, and product developers to ensure alignment and successful product delivery.

Responsibilities

  • Oversee all stages of product creation, design, and development
  • Elicit, analyze, document and trace requirements
  • Act as a liaison between the product team and end-users to deliver updates
  • Collaborate with prospective users and clients to understand and anticipate their needs and translate them into product requirements
  • Design and communicate feature descriptions to government and contracting support stakeholders, including development of user stories and acceptance criteria
  • Define the vision for the team's product and create a product roadmap based on this vision
  • Participate in scrum meetings and product sprints
  • Build, edit, maintain product backlog with input from key stakeholders and prioritize them based on changing requirements
  • Define and implement improvement stories that will increase the velocity and quality of the product
  • Monitor and evaluate product progress at each stage of the process
  • Produce system demos for program and key stakeholders, and participate in retrospective activities
  • Lead and prepare Program Increment (PI) planning activities and program backlog refinement; communicate story detail and priorities and ensure the team aligns and agrees on a final iteration plan
  • Work with the team to agree on accepted story completion, validating that the story meets acceptance criteria, has appropriate acceptance tests, and complies with its definition of done
  • Participate in the preparation of system demos

Requirements

  • 10+ years of relevant experience and a STEM BS degree or 7 years relevant experience and a MS degree in systems engineering
  • Experience in managing or leading IT programs or projects including technical solution development where software, hardware, and networks are major system components
  • In-depth knowledge of Scrum and Agile Software Development Methodology
  • Working knowledge of product development architecture
  • Proficiency in the use of analytic tools
  • Ability to prioritize effectively
  • Excellent knowledge of user-centered design principles
  • Excellent oral and written communication skills
  • Ability to work with large teams
  • Understanding of design quality standards
  • Strong communication, organizational, and problem-solving skills
