About the position

The Product Owner will provide guidance and support in the translation of desired functional, technical, and operational outcomes into actionable and deliverable requirements for the U.S. Department of State (DOS), Bureau of Population, Refugees, and Migration (PRM) Refugee Processing Center (RPC) Operations. This role encompasses a wide range of responsibilities, including components of overseas and domestic refugee case processing, Information Technology (IT) infrastructure and network support, and the maintenance and enhancement of PRM's refugee case processing software and data analytics capabilities. Additionally, the Product Owner will ensure compliance with cybersecurity policies and guidelines as set forth by the DOS. This position is customer-facing and requires active engagement with the user base. A successful government Product Manager must possess a thorough understanding of the United States Refugee Admissions Program (USRAP) and demonstrate strong business and technical acumen. As a Product Owner, you will take a leadership role within the agile delivery team, focusing on delivering new customer-facing web-based services and applications that provide high-value features to our customers. You will collaborate closely with the government Product Manager and a high-performing development team to manage the product effectively, integrating the needs of the project and various stakeholders to produce comprehensive solutions. The ideal candidate will have a strong knowledge of the USRAP, excellent requirements analysis skills, and the ability to communicate technical concepts clearly. A successful candidate will prioritize initiatives effectively and work collaboratively with management, clients, and the project team to ensure realistic and attainable delivery of project goals.

Responsibilities

  • Lead and assist in analyzing and documenting client's business requirements and processes; communicate and develop these requirements to technical personnel by constructing basic conceptual business and process flows, including data dictionaries, configurations, business rules, business requirements documents, and system requirements documents.
  • Lead and assist in planning and designing business processes; assist in formulating recommendations to improve and support business activities.
  • Help coordinate and assist the creation of basic user acceptance test scenarios to be used in testing the business applications to verify that client requirements are incorporated into the system design.
  • Work closely with the technical leads and developers to develop and modify systems requirements documentation to meet client needs and explore potential solutions.
  • Coordinate and sequence a myriad of detailed user stories and requirements to technical leads in support of sprint planning activities.
  • Execute demos and user acceptance testing; assist in analyzing testing results in all phases.
  • Participate in technical reviews and inspections to verify 'intent of change' is carried through phases of project.
  • Support and follow the direction of the government Product Manager in their management of requirements and product features.
  • Lead and assist with the management of requirements and collaboration sessions using tools (JIRA and Confluence).
  • Assist in the research and assessment of mission goals, objectives, and needs to align information technology solutions with business initiatives.
  • Assist the government Product Manager to define and prioritize the team backlog of work so that solutions effectively address business and program priorities.
  • Receive and understand task priorities as articulated by the PM, Deputy PM, or the client. Plan delegations and individual workload in conjunction with those priorities.

Requirements

  • Bachelor's degree and 5+ years of product management and requirements analysis experience.
  • Experience with Atlassian tools (JIRA, Confluence).
  • Expert-level knowledge of the requirements gathering process from start to finish.
  • Proficiency in building process flows, wireframes, and mockups.
  • Knowledge of software development life-cycle methodologies.
  • Experience working with Agile/SCRUM, writing user stories, and following the development process through user story acceptance.
  • Ability to be onsite as needed.
  • Solid organizational skills including attention to detail and multi-tasking skills.
  • Experience supporting the United States Refugee Assistance Program (USRAP) that provides protection, eases suffering, and resolves the plight of persecuted and forcibly displaced people around the world.

Nice-to-haves

  • Recent experience (within the last 5 years) coordinating an organization's shift toward implementing and executing modern IT delivery methodologies (e.g., DevSecOps, Agile, AIOps).
  • Professional Agile certification.
  • COTS/Low code (ServiceNow, Appian, Pega, etc.) experience.
