About the position

The Production Manager oversees the operation of all water and wastewater facilities within the assigned district, ensuring safety, efficiency, and compliance with regulations. This role involves managing staff, establishing operational goals, and maintaining water quality, while also serving as a liaison for contract facilities and coordinating with various agencies.

Responsibilities

  • Manage all District staffing and evaluate their performance.
  • Establish goals and manage the execution of all District operations.
  • Meet routinely with Senior Operators to delegate work and receive status updates.
  • Conduct regular District meetings to share information and provide an open forum for discussion.
  • Provide input and assist in the preparation and submission of the District operating budget and capital budget requests.
  • Establish and implement new production procedures and practices within the District.
  • Work with Statewide Production Manager to develop solutions to company-wide production problems and supervise implementation of remedial actions.
  • Monitor the water quality of the drinking water facilities within the District and alert appropriate persons of potential concerns.
  • Act as the primary liaison for all contractually operated facilities within the District.
  • Provide written input of critical equipment list to Statewide Manager and Director.
  • Update and maintain operational and maintenance procedures, practices, and manuals for all production facilities and systems.
  • Review the production capacity of the drinking water facilities to ensure the ability to meet demands.
  • Review wastewater facility performance history for operational trends and compliance.
  • Assist in the preparation of specifications and solicitation of bids for installation and repair projects performed by other departments or outside contractors.
  • Review plant design documents for new designs and repair projects and submit comments in writing.
  • Oversee the start-up and evaluate new equipment installation or facilities modifications.
  • Perform on-call supervision duties as scheduled or required.
  • Work with the safety committee to establish and implement plant facilities safety practices and procedures.
  • Attend seminars and conferences to maintain knowledge of technical advances in the industry and develop professional networks.
  • Function as a liaison with other internal departments, and external utilities, regulators, educators, and contractors as required.
  • Evaluate, modify, and implement plant, facility and distribution system alarms, emergency, and crisis management procedures.
  • Prepare work schedules and approve leave of operational staff.
  • Coordinate visits and sampling with Public Health, DNREC, and other agencies.

Requirements

  • Ten years' experience working in the water/wastewater industry, with five years in management.
  • Excellent English verbal, reading, and written communication skills.
  • Good mechanical and electrical skills; understanding of electronic controls and processes.
  • Must possess a Delaware Base Level Drinking Water Operator License with endorsements.
  • Must possess a minimum of a Delaware Level II Wastewater Operator License.
  • Proficient with MS Word and MS Excel.
  • Ability to read blueprints.
  • Proficient with company software for accounting within 3 months.
  • Must maintain a valid Motor Vehicle License.

Nice-to-haves

  • A two-year degree from an accredited college with engineering, chemical, biological or related sciences may be substituted for experience.
