About the position

The Professional Engineer 1 (Civil) position at the New York State Office of Parks, Recreation and Historic Preservation involves overseeing engineering projects related to parks, historic sites, and recreational facilities. The role requires managing projects from inception to construction closeout, ensuring compliance with professional standards and environmental requirements, and coordinating with various stakeholders. This position is part of the NY HELPS program, which allows for non-competitive appointments under specific conditions.

Responsibilities

  • Overseeing consultant and contract work; preparing scope of work for and administering contracts, including the review of technical components.
  • Developing, implementing, and overseeing the preparation of plans for historic sites, parks, recreational, and other facilities.
  • Managing projects from inception to construction closeout, utilizing both in-house and consultant resources.
  • Reviewing work activities for quality and conformity to professional standards, NYS code, environmental requirements, and standards for accessibility.
  • Performing and/or managing the preparation of contract drawings and specifications.
  • Preparing graphics and presentations to communicate design intent for internal and public presentations.
  • Reviewing, approving, and signing/sealing engineering plans, estimates, specifications, contracts, completed work, contract changes, and payments.
  • Managing contractor work activities, ensuring completion in accordance with plans and contracts.
  • Coordinating work activities with park management to ensure compliance with other programs and project deadlines.
  • Coordinating the work of other professional and technical staff assigned to a project; reviewing and approving procedures, guidelines, specifications, and contract documents.
  • Coordinating and working with local, county, state, and federal agencies as necessary.
  • Consulting with park management and other stakeholders to obtain input, resolve problems, discuss and coordinate related developments, and explain projects and programs.
  • Assuring work is performed within budget and on schedule, reviewing and recommending payments, and ensuring compliance with code and standards.
  • Completing topographical surveys and soil investigations.
  • Supervising lower-level staff with design development, construction documents creation, and project implementation.

Requirements

  • A New York State Professional Engineer's license and current registration with a qualifying bachelor's degree in Civil Engineering or related fields, or one year of full-time qualifying engineering experience.
  • Experience in the design and construction of parks, roads, bridges, recreational facilities, and water/wastewater treatment facilities.
  • Excellent communication and organizational skills.

Nice-to-haves

  • Experience with project management software.
  • Familiarity with environmental regulations and standards.
  • Knowledge of accessibility standards in engineering.
