About the position

The Subcontract Administrator at the National Renewable Energy Laboratory (NREL) plays a crucial role in managing the full life-cycle of subcontracts and purchases necessary for the lab's mission. This position involves liaising between various stakeholders, including NREL's technical staff, legal, and finance teams, to ensure timely and cost-effective acquisition of goods and services. The role requires strong negotiation skills, attention to detail, and the ability to manage complex contracts in a fast-paced environment.

Responsibilities

  • Develop acquisition strategies to ensure timely and cost-efficient procurement of goods and services.
  • Negotiate favorable pricing and contract terms with key vendors.
  • Facilitate acquisitions, providing recommendations, record keeping, and contract monitoring.
  • Assist in developing performance improvement initiatives to enhance service levels and capture operational savings.
  • Perform risk management for supply contracts and agreements.
  • Prepare and oversee solicitations, including best value, competitive, and sole source solicitations.
  • Conduct cost/price analyses and prepare decision support documentation.
  • Source, negotiate, and administer subcontracts and purchase orders.
  • Resolve issues related to vendor performance and compliance with regulations.
  • Maintain documentation of the solicitation and award process according to internal policies.

Requirements

  • Bachelor's Degree and 5+ years of experience in supply chain, management, business, or contracts administration for Professional III; or 9+ years for Professional IV.
  • Master's Degree and 3+ years of experience for Professional III; or 7+ years for Professional IV.
  • PhD or JD with relevant experience in supply chain or contracts administration.
  • Demonstrated subcontract administration experience with commercial item procurements.
  • Ability to work with multiple funding stakeholders and technical experts with minimal guidance.
  • Strong legal compliance, negotiation, and relationship management skills.

Nice-to-haves

  • Background in federal procurement.
  • Experience with DOE's DEAR regulations.
  • NCMA certifications.
