About the position

SAIC is seeking a Program Acquisition Budget Analyst to provide dedicated Advisory and Assistance Services (A&AS) support to the Defense Threat Reduction Agency (DTRA), specifically within the Nuclear Enterprise Support Directorate, Mission Assurance Division. This position is critical in offering program planning and execution advice, as well as administrative support to the Balanced Survivability Assessment (BSA) Program. The role is based onsite at Fort Belvoir, VA, and involves overseeing and managing the operational aspects of ongoing projects while serving as a liaison between government project management and execution teams. The Program Analyst will review the status of projects and budgets, manage schedules, and prepare status reports. A key responsibility will be to assess project issues and develop resolutions to meet productivity, quality, and client satisfaction goals. The analyst will also develop mechanisms for monitoring project progress and will be involved in intervention and problem-solving with project managers, line managers, and clients. Ensuring that project requirements and responsibilities are met is paramount, which includes defining and implementing project planning techniques to provide visibility into project execution. Primary duties include developing and coordinating Spend Plans, providing assistance in drafting procurement documentation such as Statements of Work and Performance Work Standards, and assisting in financial monitoring and reporting. The analyst will also execute day-to-day coordination with the assigned government Contracting financial analyst to ensure accurate accounting of expenditures and obligations. Preparing briefs for senior leaders and addressing requests for information from various agencies are also essential components of this role. The analyst will attend senior-level meetings and assist in the management and reporting of Mission Assurance Programs, as well as gather data and respond to EIS taskers as assigned.

Responsibilities

  • Develop and coordinate Spend Plans.
  • Provide assistance/expertise in drafting procurement documentation (e.g., Statements of Work/Performance Work Standards, Contract Data Requirements Lists, CLINS, etc.).
  • Assist in the financial monitoring, oversight, and reporting (e.g., personnel travel; tracking commitments, obligations, and expenditures; contractor cost data, burn rates, trends, shortfalls, etc.).
  • Assist/advise the Program Managers (PM) and Contracting Officer Representative (COR) with annual closeout procedures.
  • Execute day-to-day coordination with the assigned government Contracting financial analyst to provide accurate accounting of expenditures, obligations, unliquidated obligations, and real-time financial data.
  • Prepare briefs to senior leaders as required.
  • Address requests for information from agencies/offices internal and external to DTRA.
  • Attend Mission Assurance senior level meetings and other operational sync meetings.
  • Assist in management and reporting of MA Programs.
  • Assist in gathering data and answering EIS taskers as assigned.

Requirements

  • Bachelor's Degree and six (6) years of experience; Master's Degree and four (4) years of experience.
  • Two or more years experience working in DoD programs.
  • In-depth knowledge and expertise with Microsoft Excel, including the ability to develop and maintain large, complex spreadsheets.
  • Strong Microsoft Office skills, preferably including Microsoft Project.
  • Strong financial skills.
  • Good written and verbal communication skills.
  • Basic understanding of Government contracting processes and practices.
  • Strong attention to detail and organizational skills, team player.
  • Strong analytical and problem-solving skills.

Nice-to-haves

  • Extensive knowledge of military operations and familiarity with strategic planning and joint operations with major Command staff activities.
  • Polished speaker capable of interacting with senior Government leadership and preparing papers, reports, and briefings.
  • 3-10 years relevant experience with DoD programs.
  • Prior experience with DTRA programs, specifically within DTRA Nuclear Enterprise.
  • Understanding of J10MA assessment programs, preferably prior experience with mission assurance programs and/or assessments.
  • Prior interactions with OSD, Joint Staff, CCMDs, Military Services, and other government agencies.
  • Possesses military Staff/War College training, strong writing and briefing skills, and coaching and leading skills.
