About the position

The Program Administrator for WorkFirst at the Washington State Board for Community and Technical Colleges (SBCTC) is responsible for overseeing the WorkFirst program, which aims to reduce poverty and improve access to education for low-income students. This role involves managing projects, budgets, and compliance while fostering collaboration across departments to enhance student support programs. The position requires strong communication skills, the ability to interpret complex policies, and a commitment to equity and inclusion in education.

Responsibilities

  • Provide comprehensive program administration of the WorkFirst program and support other Student Support Programs and Workforce initiatives.
  • Respond to inquiries from colleges, stakeholders, and students regarding the WorkFirst program.
  • Prepare and provide training and technical assistance to colleges, including statewide program activities and workshops.
  • Support the administration of the Basic Food Employment and Training (BFET) program and other Student Support Programs.
  • Develop and provide reports on WorkFirst performance measures, enrollment, and budget trends to stakeholders.
  • Oversee the annual granting and program calendar and process for colleges in collaboration with other Student Support Programs.
  • Provide grant and budget management assistance to colleges, including implementation of WorkFirst Funding Policies and expenditure tracking.
  • Ensure compliance with DSHS attendance policies and support program monitoring for colleges.
  • Represent the State Board and CTC needs at stakeholder meetings related to poverty reduction.

Requirements

  • A bachelor's degree or equivalent combination of related experience and/or education.
  • Demonstrated successful facilitation and collaboration experience with a variety of stakeholders.
  • Strong understanding of and commitment to equity, diversity, and inclusion (EDI) work.
  • Ability to manage time effectively and prioritize multiple tasks.
  • Strong interpersonal and self-awareness skills.
  • Experience in interpreting, reviewing, and applying program-specific policies, procedures, and regulations.
  • Working knowledge of Microsoft Office and web-based applications.
  • Experience in providing technical assistance, workshops, and trainings.
  • Ability to understand workforce trends.
  • Experience working with low-income populations in an educational setting.

Nice-to-haves

  • Experience with college-level WorkFirst, BFET, and/or other Workforce programs.
