About the position

The Program Aide (NYS HELPS) position within the New York State Department of Transportation is a full-time, permanent role located in Hornell, New York. This position falls under the jurisdiction of the Competitive Class and is part of the Administrative Services Unit (CSEA). The salary range for this role is between $51,857 and $63,169 annually, depending on experience and qualifications. The workweek is Monday through Friday, with a total of 37.5 hours per week, and the standard work hours are from 8 AM to 4 PM. Flextime, telecommuting, and compressed workweeks are not permitted for this position. The Program Aide will work under the supervision of the Administrative Services Director and the Human Resource Specialist 1. The primary responsibilities include serving as the Region 6 Regional Training Coordinator, assisting with data entry and personnel transactions processing, and managing Civil Service lists and job vacancy announcements. The incumbent will also be responsible for maintaining confidentiality while handling personal employee records and will be expected to exercise independent judgment in various tasks. Additionally, the role may involve supporting the Department's response to emergency situations as part of the Incident Command System. Candidates must meet the minimum qualifications, which include three years of experience in clerical, keyboarding, or paraprofessional work in an office environment. The position requires excellent written and oral communication skills, and the ability to occasionally travel overnight for trainings, meetings, and conferences is necessary. Responsibilities

  • Serve as the Region 6 Regional Training Coordinator.
  • Assist Administrative Services staff with NYSTEP and HRIS data entry and personnel transactions processing.
  • Request Civil Service lists through ELMS and/or the List Unit.
  • Canvass Civil Service lists.
  • Prepare and post job vacancy announcements.
  • Maintain search folders for R6 job postings.
  • Act as a liaison to program managers/supervisors by providing canvass responses.
  • Handle Workers' Compensation responsibilities.
  • Work with personal and confidential employee records and materials, maintaining confidentiality and discretion.
  • Use independent judgment in various tasks.
  • Assist with other functions as needed, including serving a role within the Incident Command System for emergency situations.

Requirements

  • Three years of experience performing clerical, keyboarding, or paraprofessional work in an office environment.
