About the position

The Program Analyst (Budget) at the Department of Energy's Office of Secure Transportation is responsible for coordinating, planning, programming, budgeting, and executing comprehensive reviews and evaluations. This role involves developing and recommending program objectives, interpreting programmatic requirements, and evaluating fiscal implications to support OST Senior Leadership. The incumbent will integrate OST resource information into the Stockpile Stewardship Management Plan submitted to Congress.

Responsibilities

  • Coordinate the Planning, Programming, Budgeting, and Evaluating phases of the process.
  • Conduct comprehensive reviews, evaluations, and budget development.
  • Integrate OST resource information into the Stockpile Stewardship Management Plan.
  • Conduct analysis and evaluations of long-range program plans and strategic priorities to determine resource requirements.
  • Organize, plan, and facilitate the Office of Secure Transportation Budget Validation meeting.
  • Prepare and incorporate data as necessary to support programming requirements.
  • Draft Congressional justifications, briefings, and other formal correspondence to support the programming, planning, budget, and evaluation process.
  • Employ effective communication to explain complex financial concepts, philosophies, and techniques.

Requirements

  • At least one year of specialized experience equivalent to the next lower NNSA Demonstration Project pay band or GS grade level in the Federal service.
  • Experience with the planning, programming, and budgeting process.
  • Knowledge of Federal financial management and budget administration regulations.
  • Ability to research and interpret national policies and congressional legislation.
  • Experience in preparing comprehensive budget justification and briefing.

  • Experience advising and integrating streamlined activities to meet departmental goals and objectives.
  • Ability to determine and identify critical programmatic milestones and budgetary actions.
  • Experience drafting and updating formal correspondence regarding budgeting policies and regulations.
