About the position

The Program Analyst (Data Analyst) position is located in the Office of Management Strategy and Solutions (M/SS) at the Department of State. This role focuses on catalyzing strategic, data-informed management solutions to support foreign policy goals. The analyst will provide insights and operational recommendations to leadership, helping to formulate and implement the Department's management objectives.

Responsibilities

  • Identify and translate complex data analytics concepts into concise written and graphical data analysis.
  • Conduct, lead, or oversee data analyses using software and programming languages such as SQL, SAS, MS Power BI, and Tableau.
  • Serve as the product owner, product manager, and Subject-Matter Expert (SME) on data analysis-related contracts and projects.
  • Advise on the benefits of automation to improve program operations efficiency.
  • Provide technical advice on collecting, analyzing, interpreting, and communicating insights from data.
  • Perform analyses to identify effective and ineffective administrative processes across bureau and Department lines.
  • Develop, recommend, and implement adjustment measures.

Requirements

  • 1 year of specialized experience equivalent to the GS-13 level in the Federal service.
  • Experience making recommendations on complex analytic products to improve program operations.
  • Experience interpreting unique and complex data sets to discover trends and patterns guiding decision making.
  • Experience using SQL, SAS, MS Power BI, and other analytical tools for data analysis.
