About the position

This position is located within the Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE), Enforcement and Removal Operations (ERO), ICE Health Service Corps (IHSC), Office of the Deputy Assistant Director (DAD) of Health Systems Support (HSS), and IHSC Health Operations Unit. The role is a non-supervisory position specifically open to current USPHS officers, excluding USPHS Call to Active Duty (CAD) candidates. The primary responsibility of the Program Analyst is to analyze, evaluate, advise, and coordinate health care delivery systems and operations for the Health Operations Unit. The incumbent will assist the Chief of Health Operations with various analytical functions and complex projects, including maintaining the IHSC staffing matrix and briefing the Unit Chief on agenda issues in preparation for senior leadership meetings. The position requires obtaining Level II Contracting Officer's Representative (COR) certification within the first 12 months of hire. The Program Analyst will define and initiate projects within the Health Operations Unit, assigning project managers to oversee performance and ensure the success of these initiatives. Responsibilities also include maintaining the Health Operations Field Continuity of Operations Plan, managing access to distribution lists and IT folders, and participating in policy-making and management decisions that impact unit operations. The role involves advising on policies and procedures that affect workload measurement and collaborating with various stakeholders to develop annual program levels and secure funding for health care initiatives. In addition, the incumbent will monitor compliance with required elements within IHSC policy and accreditation, conduct program diagnostics, and implement efforts to enhance healthcare delivery systems. The position requires strong analytical skills, the ability to manage multiple projects, and effective communication with management and other units. The incumbent will also be responsible for designing data reporting tools, validating data accuracy, and participating in strategic planning efforts. Travel is required for this position, with expectations of up to 30%.

Responsibilities

  • Assist the Chief of Health Operations with analytical functions and complex projects of the Health Operations Unit.
  • Maintain the IHSC staffing matrix and brief the Unit Chief on agenda issues for senior leadership meetings.
  • Obtain Level II Contracting Officer's Representative (COR) certification within 12 months of hire.
  • Define and initiate HOU's projects, assigning project managers to manage and oversee performance.
  • Maintain the Health Operations Field Continuity of Operations Plan.
  • Manage access to HOU's distribution lists and IT folders, including the Health Operations SharePoint site.
  • Participate in policy making, planning, and management decisions impacting unit operations.
  • Advise Unit Chief and Regional Health Service Administrators on policies affecting workload measurement.
  • Collaborate with IHSC unit chiefs to develop annual program levels and secure funding for health care initiatives.
  • Monitor compliance with required elements within IHSC policy and accreditation standards.
  • Conduct program diagnostics, including research and data analysis to resolve complex issues.
  • Implement process improvements, risk management, and patient safety initiatives.
  • Design data reporting and decision support tools to enhance administrative and clinical processes.
  • Participate in strategic and long-range planning efforts.

Requirements

  • Must be a U.S. citizen to apply for this position.
  • Must successfully pass a background investigation and drug screen.
  • Bachelor's degree in a health care related field, health care administration, financing, business, or computer science; Master's degree preferred.
  • Ability to exercise a high degree of independence, initiative, judgment, and follow-through on complex administrative tasks.
  • Knowledge and skill in Microsoft Office programs.
  • Demonstrates strong interpersonal, oral and written communication, problem-solving, judgment, and decision-making skills.
