About the position

The Program Analyst III (Budget/Finance) at Chenega Corporation is responsible for providing financial analyst support services to the Office of Budget and Financial Management (OBFM) at the Federal Housing Financial Agency (FHFA). This role involves analyzing financial management processes, assessing business operations, and offering recommendations to improve financial management and budget execution. The position requires a strong background in finance, accounting, and data analytics, with a focus on ensuring accurate financial records and compliance with federal regulations.

Responsibilities

  • Develop and provide Agency program and budget formulation and execution support under the general guidance of OBFM staff.
  • Provide government-wide budget execution guidance based on OMB Circular A-11 and other authoritative sources.
  • Evaluate and analyze data extracts from the financial management system, identify errors, and develop corrective recommendations.
  • Review internal codes on financial management transactions to ensure accuracy of electronic records.
  • Perform periodic reviews, analysis, and reconciliation of reports and data sets.
  • Monitor agency-wide budget execution spending and inform FHFA officials on fund status variations.
  • Develop cost estimation models using data from various systems for budgetary reporting.
  • Provide guidance based on Federal Travel Regulations and FHFA policy to staff.
  • Assist in composing and maintaining travel policies and procedures for FHFA staff.
  • Perform payroll reconciliations and maintain accurate bi-weekly payroll reports.
  • Provide budget formulation guidance to Office Directors and Budget Liaisons.
  • Review business processes, identify improvement opportunities, and present recommendations.
  • Collect and analyze data, produce models and visualizations, and develop recommendations for decision making.
  • Respond to financial management inquiries and redirect calls as necessary.
  • Create and edit technical, financial, and policy documents, including reports and correspondence.
  • Assist OBFM staff in arranging appointments, conferences, and meetings.

Requirements

  • Master's degree in Finance, Accounting, or Data Analytics.
  • 5-8 years of related accounting and financial experience.
