About the position

The Program Analyst (Knowledge Management) position at the Department of Defense involves overseeing and advising on Knowledge Management processes, including Records Management, Information Collections Management, and Forms Development. The incumbent will implement policies and program guidance to ensure effective execution of KM activities, while also providing support and training to various stakeholders within the organization.

Responsibilities

  • Advise and oversee Record Liaisons and Record Coordinators on records lifecycle management and compliance expertise.
  • Assist IT program managers in managing records in Federal Information Systems, ensuring compliance with legal and policy requirements.
  • Communicate with leadership and staff to facilitate Records Management activities and obtain executive support for the program.
  • Support the implementation of the enterprise-level records management program, including developing and conducting training.
  • Plan and present quarterly Records Management Work Group meetings and webinars.
  • Assist in tracking, reviewing, and approving file plans as required by OSD Records Management policies.
  • Conduct audits and evaluations to ensure compliance with records management policies.
  • Analyze and enter records management input for new or updated forms and information collections.
  • Assist in appraising records and drafting records schedules for new or updated records series.
  • Ensure departing personnel complete required records out-processing paperwork.

Requirements

  • One year of specialized experience equivalent to the GS-12 level in the Federal service.
  • Understanding of the Department of Defense structure and its interrelationships with KM and information management requirements.
  • Expert knowledge of the Federal Records Act and DoD records management policy.
  • Ability to analyze and improve program effectiveness and complex KM processes.
  • Expertise in oral and written communication for high-level briefings and complex documentation.
  • Comprehensive knowledge of information resource management principles and practices.
