About the position

The Program Analyst (Mergers and Acquisitions Analyst) position within the Department of Defense focuses on analyzing the capabilities and health of the industrial base that supports U.S. defense operations. The role involves leading a team to assess domestic acquisitions of major defense suppliers, ensuring alignment with national security interests, competition, innovation, and public interest. The analyst will provide strategic guidance, manage programs, and develop policy recommendations to support the Department's M&A mission.

Responsibilities

  • Lead the Mergers and Acquisition (M&A) team and coordinate with DoD stakeholders.
  • Assess domestic acquisitions of major U.S. defense suppliers, focusing on national security, industrial base, competition, and public interest.
  • Provide program management, strategic guidance, and oversight for the M&A mission.
  • Develop recommended DoD positions on applicable transactions and coordinate responses within the Department.
  • Coordinate with the Antitrust divisions of the Department of Justice and Federal Trade Commission.
  • Monitor transactions post-merger/acquisition with stakeholders.
  • Create a DoD Defense Suppliers List based on inputs from across the Department.
  • Draft high-quality work products, including policy proposals, policy papers, and reports for senior leadership.
  • Oversee the development of measurable strategic initiatives, including goals and implementation plans.
  • Monitor program effectiveness through measurable metrics.
  • Provide input into the budget for program requirements.
  • Identify and resolve complex problems that cross organizational boundaries.
  • Assess and provide strategic direction for mission-critical problems, policies, and procedures.
  • Represent DoD in interagency meetings and effectively communicate information.

Requirements

  • U.S. Citizenship is required.
  • Must be determined suitable for federal employment.
  • Required to participate in the direct deposit program.
  • Must obtain/maintain a Special Sensitive (Top Secret) security clearance.
  • Males born after 12-31-59 must be registered or exempt from Selective Service.

Benefits

  • Salary range of $139,395 - $191,900 per year.
  • Full-time work schedule with occasional travel.
  • Telework eligibility as determined by agency policy.
