Parsons is seeking a Program Analyst to provide support to the Naval Medical Research Unit - San Antonio (NAMRU-SA) and its collaborating institutions in the conduct of research in Combat Casualty Care and Operational Medicine, Craniofacial Health and Restorative Medicine, and Directed Energy. The Program Analyst will assist Principal Investigators (PI) in the planning, coordination, and administration of research studies. This role involves coordinating the implementation of research studies, maintaining study records, and managing activities associated with internal and external audits in collaboration with the PI. The Program Analyst will also assist in tracking the progress of projects to ensure that milestones and benchmarks are met, coordinating all design phases with managers, engineers, and technical support personnel. Responsibilities include assisting in the coordination of research programs and projects, protocol composition, resource management, and writing technical reports and manuscripts. The analyst will ensure compliance with applicable environmental regulations in Navy and DoD medical and dental clinics, prepare and monitor budgets for research projects, and maintain inventory of supplies. Additionally, the Program Analyst will provide research and administrative support, manage correspondence, and maintain research-related documents according to quality control standards set forth by the Government. This position requires a proactive approach to collecting and maintaining data to ensure compliance with local, state, and federal environmental regulations, as well as assisting in the preparation of protocols and research-related Standard Operating Procedures (SOPs).

Responsibilities

  • Coordinate the implementation of research studies, including maintenance of study records and all activities associated with internal and external audits in coordination with the PI.
  • Assist in tracking the progress of projects to ensure milestones and benchmarks are met.
  • Coordinate all design phases with managers, other engineers, and technical support personnel.
  • Assist in the coordination of research programs and projects with protocol composition, required and expended resources, and writing technical reports and manuscripts.
  • Assist in the coordination of studies to ensure Navy and DoD medical and dental clinics comply with applicable environmental regulations.
  • Assist in preparation, planning, and monitoring of budgets for research projects, including review of budget estimates, cost analysis, and other financial data.
  • Assist in ordering and maintaining inventory of supplies.
  • Provide research and general administrative support to prepare, edit, and process routine correspondence and perform routine and specialized administrative duties.
  • Coordinate, manage, receive, and track supplies and equipment relevant to environmental compliance efforts for research under contract.
  • Assist with preparation, editing and review of reports, presentations, and published articles.
  • Assist with collection of supporting documentation for requirements packages, IACUC/IRB protocols, research proposals and protocols, manuscripts, SOPs, reports and presentations.
  • Assist in initiating and maintaining established regulatory IACUC/IRB requirements.
  • Provide technical and editorial support, manage correspondence, and the central filing system for NAMRU-SA projects.
  • Maintain research related documents according to quality control standards set forth by the Government.
  • Collect and maintain data and files to ensure compliance with local, state and federal environmental regulation.
  • Assist in preparation of protocols and research related Standard Operating Procedures (SOPs).

Requirements

  • Bachelor's degree plus at least three (3) years' experience in DoD research and development or Master's degree and 1 year experience.
  • Ability to use sound judgment in problem solving and excellent interpersonal and communications skills required.
  • Applicants selected for employment will be subject to a federal background investigation and must meet additional eligibility requirements for access to classified information or materials.

Nice-to-haves

  • Experience in the oversight and management of 6.1, 6.2, and/or 6.3 federal research programs, including the preparation, planning, execution, and reporting.
  • Experience supporting military medicine research and development projects.
  • Knowledge of contractual program management procedures and requirements.
