About the position

As a Program Analyst / Operations Coordinator at APL, you will play a crucial role in managing the day-to-day internal and external program obligations within the Program Services Operations Group for the Cyber Operations Mission Area (COMA). This position requires a collaborative approach, working alongside a dedicated team of engineers, scientists, and business professionals who are committed to addressing the most pressing challenges in Cyber Operations today. Your contributions will be vital in ensuring that high-quality and timely products are delivered to our sponsors, fostering a work environment that is both fulfilling and enjoyable. In this role, you will be responsible for researching, evaluating, and recommending efficient and effective business operations for a portfolio of work in military cyber and intelligence domains. You will work closely with Program Managers and Operations Managers throughout the lifecycle of various programs, from proposal evaluation and development to project execution and closeout. A deep understanding of the technical work being performed and the missions and priorities of our sponsors will be essential, as you will need to effectively communicate the impact and importance of these initiatives to various stakeholders. Your responsibilities will also include facilitating project execution by preparing and organizing information for internal and external program reviews, as well as conducting content and editorial reviews of technical materials prepared by technical staff. Building and maintaining relationships with key sponsors will be a critical aspect of your role, as you will coordinate meetings and conferences for both internal and external participants. Collaboration with other APL organizations, such as security, quality, and communications, will be necessary to ensure the successful execution of project milestones and deadlines. Additionally, you will work closely with the APL security team to monitor and manage the processing and tracking of clearances for your program teams, and collaborate with the Financial Manager and other Operations Coordinators to create a communicative and collaborative business operations team.

Responsibilities

  • Research, evaluate, and make recommendations regarding efficient and effective business operations for a portfolio of work in military cyber and intelligence domains.
  • Work closely with Program Managers and Operations Managers to execute business operations through the lifecycle of a program, including proposal evaluation and development, project execution, and closeout.
  • Develop a high-level understanding of the technical work being performed by the program and the sponsor missions and priorities.
  • Facilitate project execution by analyzing, preparing, and organizing information for internal and external program and project reviews.
  • Conduct content and editorial review of technical materials prepared by technical staff.
  • Develop relationships with key sponsors and facilitate sponsor engagements for the program and technical teams.
  • Plan, support, and coordinate meetings and conferences/seminars for both internal and external participants and sponsors.
  • Collaborate with other APL organizations to ensure successful execution of project milestones and deadlines.
  • Monitor and manage the processing and tracking of clearances for program team(s) in collaboration with the APL security team.
  • Collaborate with the Financial Manager and other Operations Coordinators to foster a highly communicative and collaborative business operations team.

Requirements

  • Possess a bachelor's degree in a business, operations, or other relevant operational field of study.
  • Have 3+ years of experience with successful performance in progressively increasing business, operational, or program initiatives and projects.
  • Have previous experience with DoD contracting, business, or program management.
  • Have the ability to research, analyze, and develop efficient processes for business, operational, or program initiatives and projects.
  • Skilled in MS Office, including MS Excel, Outlook, Word, and PowerPoint.
  • Willing and able to work on dynamic projects and prioritize numerous concurrent tasks in a fast-paced environment.
  • Hold an active Secret security clearance and meet the requirements for access to classified information.
  • Willing and able to work full time onsite at the JHU/APL campus and/or the sponsor site.

Nice-to-haves

  • Demonstrated experience in developing and ensuring successful completion of project schedules, milestones, and deliverables.
  • Knowledgeable and experienced with APL financial management systems and processes.
  • Experience in creating and maintaining information within databases such as Access.
