About the position

The Program Analyst (Project Manager) Acquisition Project Manager position within the Information Technology (IT) Division of the Internal Revenue Service (IRS) is a critical role responsible for overseeing and managing various projects related to IT acquisitions. This position requires the development of comprehensive life cycle program plans, which include leading the development of associated cost allocations and ensuring that all necessary resources are incorporated into budget and spending plans. The incumbent will coordinate the impact of projects with employees and managers across all affected areas within the Service, as well as with external individuals and organizations, serving as the primary liaison with the Department and other agencies for the full scope of assigned projects. In this role, the Program Analyst will prepare recommendations for personnel and budget requirements necessary to accomplish project goals. This includes negotiating with program managers, high-level managers, and executives to secure needed resources and support, implementing recommendations, and monitoring project status. The analyst will adjust work plans, schedules, and assignments as necessary to ensure project accomplishments. Additionally, the position involves managing project resources to meet established goals and objectives, overseeing the onboarding and offboarding of resources, and ensuring compliance with personnel security requirements. The Program Analyst will utilize a full range of project management technical skills to prepare action plans and schedules for each project milestone, ensuring that all project plans align with the Department and Service goals, schedules, and policies. Strong interpersonal and organizational skills are essential for resolving personnel issues or conflicts that may impede project progress, ensuring that all project team members and stakeholders work effectively towards timely project completion.

Responsibilities

  • Develop life cycle program plans and lead cost allocation development.
  • Coordinate project impacts with employees and managers across affected areas.
  • Serve as the primary liaison with the Department and other agencies for assigned projects.
  • Prepare recommendations for personnel and budget requirements.
  • Negotiate with program managers and executives to obtain necessary resources.
  • Monitor project status and adjust work plans and schedules as needed.
  • Manage project resources to meet goals and objectives.
  • Oversee onboarding and offboarding of project resources.
  • Review and upload resource clearance documents for Personnel Security adjudication.
  • Utilize project management technical skills to accomplish work assignments.
  • Prepare action plans and schedules for project milestones.
  • Ensure project plans are consistent with Department and Service goals.
  • Apply interpersonal skills to resolve personnel problems or conflicts.

Requirements

  • One year of specialized experience at the GS-12 level or equivalent in the Federal service.
  • Experience utilizing a wide range of analytical and evaluative methods and techniques, both qualitative and quantitative.
  • Experience with project management, including evaluating projects and identifying problem areas.
  • Experience applying an organization's overall goals and objectives to projects.
  • Strong oral and written communication skills for preparing and presenting findings.
  • Experience with contract management systems/software such as IFS or PPS.
  • Knowledge of general acquisition concepts, acquisition planning, and contract administration.
  • Must have a Federal Acquisition Certification for Contracting Officer's Representatives (FAC-COR) level II or above.

Nice-to-haves
