About the position

The Program Analyst (Regional Operations) position at the U.S. Department of Labor (DOL) involves analyzing and managing grant programs, ensuring compliance with federal regulations, and providing training and support to stakeholders. This role is part of a career ladder with a potential promotion to GS-13, focusing on program evaluation, data analysis, and collaboration with various entities to enhance program effectiveness.

Responsibilities

  • Process grant documents and review grantee performance to ensure compliance with federal policies.
  • Conduct regular audits of work plans against grant management system records to prevent audit findings.
  • Provide assistance and training to agency stakeholders on application preparation and program implementation.
  • Analyze new or proposed legislation and regulations to determine their impact on programs and operations.
  • Use qualitative and quantitative analysis methods to identify and analyze program or policy issues.
  • Identify data requirements for effective program evaluations and monitor program trends through statistical analysis.
  • Design statistically valid surveys and data analysis techniques to evaluate programs.
  • Evaluate, integrate, review, and develop Regional Office planning efforts in collaboration with various stakeholders.
  • Plan, manage, and complete special and recurring projects, including formulating project methodologies and identifying necessary resources.
  • Negotiate to gain acceptance of analyses and recommendations regarding proposed program changes.
  • Establish and maintain continuous liaison with staff and higher authorities on all areas of responsibility.
  • Develop and provide briefings and reports to leadership on program status, justifying proposals and resource needs.
  • Draft, review, and edit written materials including program guidance and decision memoranda.

Requirements

  • 52 weeks of specialized experience equivalent to at least GS-11 in the Federal Service.
  • Experience in program management and policy analysis, identifying resolutions to issues.
  • Ability to interpret grant program requirements and assess their impact on operations.
  • Experience in developing and presenting data analysis materials to various audiences.
  • Experience in providing assistance and training to stakeholders on grant application reviews.

Nice-to-haves

  • Experience with federal grant management systems.
  • Knowledge of statistical software for data analysis.
  • Strong communication skills for drafting reports and presentations.
