The Program Analyst - Research position at the US Veterans Health Administration involves supporting the Institutional Review Board (IRB) process by creating guidelines, conducting reviews, and ensuring compliance with regulations governing human subjects research. The role requires strong analytical skills and the ability to communicate effectively with diverse stakeholders. This position is essential for protecting human research participants and minimizing risks associated with research projects.

Responsibilities

• Create step-by-step guidelines and templates for Principal Investigators (PIs) and project personnel submitting applications for IRB review.
• Conduct in-depth reviews and create reports summarizing the results of administrative reviews.
• Provide scrutiny of complex documentation from research investigators requesting IRB review and approval.
• Assign primary and secondary reviewers based on the scientific methodology and expertise of committee members.
• Analyze application packages to determine the appropriate type of review by the board.
• Conduct electronic file reviews to ensure all necessary approval documents are included and saved appropriately.
• Create agendas, prepare submissions for IRB meetings, and prepare meeting minutes.
• Conduct quality assurance reviews as directed.
• Perform other duties as assigned.

Requirements

• At least one year of specialized experience equivalent to GS-7 level in the Federal Service related to human subjects research.
• Experience analyzing and interpreting government regulations and agency policies.
• Ability to review and assess compliance of research proposals against regulations and guidelines.
• Strong verbal and written communication skills.
