About the position

The Program Analyst (Strategic Engagement & Research) position at the Department of the Army Headquarters, U.S. European Command (EUCOM) is a critical role focused on enhancing the strategic initiatives related to Russia. The incumbent will serve as a Strategic Engagement and Research Officer, primarily based in Washington, DC, and will facilitate actions between the Russia Strategic Initiative (RSI) and various key stakeholders, including the Office of the Secretary of Defense (OSD), Joint Staff, combat commands, interagency partners, academia, and think tanks in the DC area. This position is essential for ensuring that the U.S. Department of Defense (DoD) effectively supports a whole-of-government approach to U.S. foreign policy and strategy concerning Russia. In this role, the Program Analyst will engage with OSD, Joint Staff, services, combat commands, and the U.S. intelligence community to inform and enhance the collective understanding of RSI issues. The analyst will support RSI representation and participation in DoD war games, exercises, strategic roundtables, and other planning and strategy events. Additionally, the incumbent will coordinate and advance RSI research relationships with Federally Funded Research and Development Centers (FFRDCs), University Affiliated Research Centers (UARCs), and Professional Military Education (PME) programs. The role also involves developing, planning, and executing RSI research funding in close coordination with the Research Division. The Program Analyst will be responsible for collecting information and reporting on activities that impact RSI issues to both RSI and DoD leadership across a broad spectrum of functional areas, with a particular emphasis on collaboration with DoD, academic, and think-tank entities. Furthermore, the analyst will administer and monitor the implementation of RSI initiatives across the DoD, including combat commands, defense agencies, and the U.S. intelligence community. This position requires a strong analytical background, excellent communication skills, and the ability to work collaboratively with various stakeholders to achieve strategic objectives.

Responsibilities

  • Engage with OSD, Joint Staff, services, combat commands, and the U.S. intelligence community to inform RSI collective understanding and DoD support.
  • Support RSI representation and participation in DoD war games, exercises, table-tops, strategic roundtables, and other planning and strategy events.
  • Coordinate and advance the RSI research relationships with FFRDCs, UARCs, and PME programs.
  • Develop, plan, and execute RSI research funding in close coordination with the Research Division.
  • Collect information and report on activities impacting RSI issues to RSI and DoD leadership across various functional areas.
  • Administer and monitor the implementation of RSI initiatives across the DoD, including combat commands and defense agencies.

Requirements

  • Must be able to obtain and maintain a Top Secret/SCI security clearance.
  • Must comply with drug abuse testing program.
  • One year of specialized experience analyzing U.S. and international policy to recommend changes to Defense senior leaders.
  • Experience preparing senior level Defense leaders for meetings with higher command officials on matters relevant to U.S. foreign policy and strategy.
