About the position

The Program Analyst position at the Appalachian Regional Commission (ARC) focuses on managing a portfolio of workforce development grants. The role involves overseeing the full lifecycle of federal grants management, applying subject matter expertise in workforce development, and coordinating with various stakeholders to enhance grant application processes. The analyst will also engage in strategic partnerships and contribute to research efforts, all aimed at strengthening economic growth in the Appalachian Region.

Responsibilities

  • Manage a grant portfolio of workforce development grants throughout the full lifecycle, including application reviews, progress monitoring, amendments, and closures.
  • Apply workforce development expertise in the review and management of grants and projects.
  • Coordinate the review and approval of grant applications by soliciting expertise from internal staff and divisions.
  • Participate in and develop strategic partnerships with organizations, including philanthropies and non-profits.
  • Engage in structuring and providing review for relevant research in coordination with the Division of Research and Evaluation.

Requirements

  • Understanding and experience with federal grants management processes and technical assistance.
  • At least 3 years of experience in economic development and workforce development.
  • 2-3 years of proven experience in grant management throughout the life cycle of a grant.
  • At least 3 years of effective oversight of strategic projects and programs in workforce development.
  • Ability to plan, facilitate, and engage diverse groups and individuals.
  • Excellent writing skills for project memos, whitepapers, and presentations.
  • Adept knowledge of laws and regulations governing federal grants administration.
  • Strong attention to detail and effective customer service communications.
  • Bachelor's degree required; Master's degree preferred.

Nice-to-haves

  • Experience with workforce development barriers in rural areas.
  • Knowledge of various local, state, and federally funded programs for workforce participation.
