We are currently seeking a Program Analyst to join our Data Analytics team! The Program Analyst plays a critical supportive role for Osborne's programs. Working within the Data Analytics unit, the Program Analyst works with an assigned portfolio of programs to provide data analysis, technical assistance, and performance reporting. The Program Analyst develops a comprehensive understanding of the programs with whom they work, which enables them to provide specialized support to aid in service documentation, data entry, and contract maximization. The Program Analyst creates and maintains systems to track program performance based on contract targets and/or internally-set indicators, and regularly reports on program performance to program and agency leadership. Both the Program Analyst's insights into program performance and technical assistance are critical to programmatic success. The position is currently hybrid, which is 20% in the office & 80% remote/work from home, but is subject to change with or without notice.

Responsibilities

  • Prepares reports and presentations to communicate program performance, outcomes, and achievements to internal and external stakeholders.
  • Aggregates, analyzes, and interprets data related to program outcomes and contract deliverables, and provides recommendations for improvements when relevant.
  • Creates and maintains dashboards and other tools to monitor program performance based on contract terms or internally-set targets, and ensures relevant stakeholders are able to access, use, and understand these tools to aid in program management.
  • Responds to routine requests for information from internal and external sources and/or refers requests to others.
  • Creates and submits invoices for performance-based contracts in portfolio.
  • Provides high-level oversight of data entered in internal and external databases.
  • Provides technical assistance to program staff on contract deliverables, service documentation, data entry, quality assurance issues, and reporting.
  • Conducts quality assurance reviews of entered data and communicates results to program leadership and other relevant staff.
  • Generates reports/charts on a regular basis in order to ensure frequency and quality of services conforms to internal and external guidelines.
  • Conducts reviews of service documentation and entered data to ensure compliance with regulatory guidelines.
  • Provides guidance to Osborne Association managers on operational and/or administrative issues.
  • Provides regular program updates on performance and performance-based contract revenue to the Program Director and at Grants Management Meetings.
  • Flags potential performance and/or compliance issues to supervisor and/or program leadership.
  • Ensures that data collection instruments and internal databases are properly configured when funders change program reporting requirements, new contracts are awarded, and/or internal data collection standards change.
  • Through collaboration with program staff, identifies areas for process improvement and methods to streamline operations and enhance efficiency.
  • Liaises with the IT department to ensure internal databases meet program needs and comply with applicable funder and regulatory requirements.
  • Maintains positive working relationships with funders and accurately interprets Osborne's mission, performance, and challenges.
  • Acts as administrator for funder databases.
  • In-person attendance is required to collaborate with coworkers.
  • Performs other duties as assigned.

Requirements

  • Bachelor's degree required, preferably in social sciences, public administration, business, computer science, information technology, statistics, or other related areas.
  • At least 1-2 years of experience required, preferably in human or social services.
  • Non-profit experience is strongly preferred, with an understanding of the criminal legal system environment.
  • Must have extremely strong spreadsheet skills.
  • Proficient use of Google Suite and Microsoft Office programs, with familiarity with Google Sheets and Microsoft Excel preferred.
  • Exposure to Salesforce is recommended.
  • Knowledge of basic data visualization concepts would be helpful.
  • Excellent analytical, critical-thinking, and interpersonal skills.
  • Strong writing skills.
  • Ability to solve problems in an independent, effective, and efficient manner.
  • Excellent organizational and time management skills.
  • Ability to handle multiple tasks and deadlines.

Nice-to-haves

  • Familiarity with creating and maintaining visual program monitoring tools, such as dashboards in Looker/Data Studio.
  • Demonstrable ability to create visualizations that effectively communicate data or complex ideas in an easy-to-understand manner.
  • Aptitude to learn new systems, databases, technical skills, or procedures.
