About the position

The Program Analyst position within the Department of Homeland Security's Recovery Division focuses on overseeing the Public Assistance Program during its closeout phase. This role involves providing administrative and technical support, conducting data analysis, and developing communication products to enhance program operations and stakeholder engagement. The position is critical in ensuring effective disaster response and recovery efforts, particularly in the context of COVID operations.

Responsibilities

  • Provide a variety of administrative and technical duties pertaining to branch functions and initiatives.
  • Conduct analysis and reviews of branch services to implement operational changes.
  • Perform data analysis and visualization to communicate branch needs.
  • Support the identification, development, and implementation of program enhancements and new processes.
  • Develop communication products and other knowledge resources for customers and stakeholders.

Requirements

  • One year of specialized experience equivalent to at least the IC-07 level in the Federal government, including utilizing electronic software to track projects and develop reports, drafting or editing written materials, and coordinating, collecting, and analyzing data.
  • Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D. or a combination of education and experience for IC-09 level.
  • One year of specialized experience equivalent to at least the IC-09 level for IC-11 level, including analyzing program operations effectiveness, preparing written briefings or reports, and applying laws and regulations for programmatic compliance.
  • Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. or a combination of education and experience for IC-11 level.
  • One year of specialized experience equivalent to at least the IC-11 level for IC-12 level, including evaluating organizational policies, providing solutions to stakeholders, and interpreting Federal laws and regulations.
