About the position

The Program Analyst position at NIST involves managing the legislative agenda with the U.S. Congress, serving as the primary advisor on NIST legislation and issues. The role requires expertise in formulating legislative agendas, advising on Congressional actions, and providing analysis of legislation's impact on NIST. This position is critical for ensuring NIST's legislative priorities are effectively communicated and supported in Congress.

Responsibilities

  • Manage the legislative agenda with the U.S. House of Representatives and U.S. Senate.
  • Serve as the primary advisor on NIST legislation and legislative issues before Congress.
  • Develop annual NIST legislative package clearing NIST, DOC, and OMB.
  • Advise NIST and DOC managers on Congressional/Legislative Actions/Issues impacting NIST.
  • Provide expert advice and liaison with Congress on budget and science and technology policy issues.
  • Draft, edit, and analyze legislation.
  • Develop testimony and prepare agency witnesses for hearings.
  • Brief Congress and staff on NIST issues.

Requirements

  • One year of specialized experience equivalent to at least the GS-14 level.
  • Experience serving on a Congressional staff or in a Congressional relations role.
  • Planning and developing testimony, briefing materials, and activities associated with Congressional consideration.
  • Interfacing with and advising stakeholders/policymakers on matters relating to congressional and intergovernmental affairs programs and policies.
  • Providing analysis of potential legislation and its impact.
