About the position

The Program Analyst position at the EPA's Chesapeake Bay Program Office involves conducting comprehensive management studies to identify and propose solutions to program operations. The role requires analytical skills to develop methodologies for program planning and evaluation, as well as the ability to make recommendations regarding policies and procedures. This is a full-time, office-centered position located in Annapolis, MD, with some travel required.

Responsibilities

  • Design and conduct comprehensive management studies to identify and propose solutions to problems with far-reaching scope or impact.
  • Develop and apply analytical approaches, methodologies, concepts, and/or techniques to plan and carry out studies/projects.
  • Develop and submit recommendations regarding the revision of current or proposed policies, laws, regulations, or administrative procedures.
  • Serve as a Contract Officer Representative for contracts and/or Project Officer for assistance agreements and Interagency Agreements.
  • Gather and evaluate programmatic data to develop complete decision packages for management.

Requirements

  • 1 year of full-time specialized experience equivalent to at least the GS-12 level.
  • Skill in applying a wide range of analytical and evaluative methods for assessing program development and organizational effectiveness.
  • Skill in gathering, analyzing, and evaluating information.
  • Knowledge of pertinent laws, regulations, policies, directives, and precedents affecting program resources.
  • Skill in preparing project papers, staff reports, and oral briefings.
  • Skill in oral communication.
  • Skill in contract management.
  • Ability to develop decision packages.

Nice-to-haves
