About the position

The Program Budget Analyst III position is a critical role within the Judiciary's Policy and Planning Department, specifically in the Budget & CIP Division. This position is responsible for assisting in the procedural and technical aspects of the Judiciary's planning-programming-budgeting system. The role requires a comprehensive understanding of program analysis, evaluation, and budgeting processes to ensure that the Judiciary's objectives are met effectively and efficiently. The analyst will engage in systematic organization of information to aid in informed decision-making, examining costs and consequences of various courses of action. This includes familiarity with analytical methods such as sampling, probabilities, linear programming, and cost-benefit analysis. In addition to program analysis, the analyst will participate in program planning, which involves setting objectives, selecting methods to achieve those objectives, and measuring success. This includes reviewing and analyzing program plans and budget requirements, preparing recommendations regarding program goals and policies, and developing fiscal policies. The role also encompasses program budgeting, where the analyst will allocate funds to meet objectives, appraise program activities, and analyze resource levels to ensure alignment with program goals. Candidates for this position must have specialized experience in at least two of the key areas: program analysis and evaluation, program planning, and program budgeting. This experience must be complemented by a strong educational background, with the possibility of substituting advanced degrees for specific experience requirements. The position is designed for individuals who are analytical, detail-oriented, and capable of working in a dynamic environment where they can contribute to the effective management of the Judiciary's resources.

Responsibilities

  • Assist in the procedural and technical aspects of the Judiciary's planning-programming-budgeting system.
  • Conduct program analysis and evaluation to inform decision-making.
  • Participate in program planning activities, including the review and analysis of program plans and budget requirements.
  • Prepare recommendations regarding program goals, policies, and priorities.
  • Develop fiscal policies and financial plans to support program objectives.
  • Engage in program budgeting, including the preparation and review of budgets for major programs.
  • Analyze resource levels and their contribution to program goals and objectives.
  • Revise objectives, programs, and budgets based on changing conditions and experiences.

Requirements

  • Bachelor's degree from an accredited college or university.
  • 1.5 years of responsible professional experience in technical analytical work related to program evaluation.
  • Experience in program analysis and evaluation, program planning, and program budgeting.
  • Familiarity with analytical methods such as sampling, probabilities, and cost-benefit analysis.
  • Experience in a program or budget evaluation office, operations research department, or organized research unit.

Nice-to-haves

  • Master's degree in a related field may substitute for 6 months of specialized experience.
  • Ph.D. degree may substitute for 1.5 years of specialized experience.
