About the position

The Program Budget Analyst IV position is a critical role within the Judiciary's Policy and Planning Department, specifically in the Budget & CIP Division. This position is responsible for assisting in the procedural and technical aspects of the Judiciary's planning-programming-budgeting system. The analyst will engage in a variety of tasks that require a high level of analytical skills and a deep understanding of program analysis, planning, and budgeting. The role is designed for individuals who have a strong background in evaluating operating programs to determine their effectiveness in achieving desired objectives. The successful candidate will be expected to perform technical analytical work that includes systematic organization of information to assist in making informed decisions. This involves examining the probable costs and consequences of alternative courses of action, utilizing analytical methods such as sampling, probabilities, linear programming, break-even analysis, cost-benefit analysis, and Monte Carlo methods. The position also requires direct participation in program planning activities, which includes reviewing, analyzing, and evaluating program plans and budget requirements, as well as preparing recommendations regarding program goals, policies, and priorities. In addition, the Program Budget Analyst IV will be involved in program budgeting, which entails allocating funds to achieve organizational objectives. This includes preparing and reviewing budgets and program plans for major programs, appraising and comparing various program activities, and analyzing how existing resources are meeting program goals. The analyst will also need to revise objectives, programs, and budgets in light of changing conditions and experiences. Overall, this position is integral to ensuring that the Judiciary's financial resources are effectively managed and aligned with its strategic objectives.

Responsibilities

  • Assist in the procedural and technical aspects of the Judiciary's planning-programming-budgeting system.
  • Perform technical analytical work in evaluating operating programs for effectiveness.
  • Utilize analytical methods such as sampling, probabilities, and cost-benefit analysis.
  • Engage in program planning activities including reviewing and analyzing program plans and budget requirements.
  • Prepare recommendations regarding program goals, policies, and priorities.
  • Participate in program budgeting processes, including preparation and review of budgets and program plans.
  • Appraise and compare various program activities in terms of their contributions to overall goals and objectives.
  • Analyze resource allocation and its impact on program goals and objectives.
  • Revise objectives, programs, and budgets based on changing conditions and experiences.

Requirements

  • Completion of all academic requirements for a Bachelor's degree from an accredited college or university.
  • Two and one-half (2½) years of responsible professional experience in technical analytical work.
  • Experience in program analysis and evaluation, program planning, and program budgeting.
  • Familiarity with analytical methods and techniques such as linear programming and Monte Carlo methods.
  • Experience in a program or budget evaluation office, operations research department, or organized research unit.

  • Satisfactory completion of all academic requirements for a Master's degree in a related field may substitute for experience.
  • Satisfactory completion of all academic requirements for a Ph.D. degree may substitute for one and one-half (1½) years of Specialized Experience.
