About the position

The Program/Budget Analyst position at Leidos involves providing programmatic and budgetary support to the National Nuclear Security Administration (NNSA) in the Office of Stockpile Sustainment. The role focuses on executing the Mutual Defense Agreement, managing Military Interdepartmental Purchase Requests (MIPRs), and interfacing with various federal and military organizations. The analyst will be responsible for compiling reports, managing budget changes, and advising on fiscal planning, requiring strong analytical and communication skills.

Responsibilities

  • Serve as the primary interface/trainer for MDA customers and NNSA LPSs, including DP budgeting system.
  • Process and administer Military Interdepartmental Purchase Request (MIPR) actions with Navy Strategic Programs and provide appropriate records management.
  • Compile programmatic monthly, quarterly, and end-of-year project reports for use by MDA staff.
  • Develop and maintain monthly updates of program status briefings using established templates and data provided by NNSA systems and LPS inputs.
  • Manage annual, quarterly and other periodic reporting requirements, including program reviews, providing programmatic input, and coordinating NNSA site meetings associated with program deliverables.
  • Keep records on status of portfolio and program budget changes, including allocation/reallocation, expenditures, to identify issues and suggest corrective action.
  • Advise Federal Program Manager in methods for meeting requirements associated with current and future fiscal year planning.
  • Provide program management support in the preparation, coordination, evaluation, review and analysis of program execution plans.
  • Assist federal staff in analyzing, generating, and processing SPP contracts, loans, and transfer agreements for new work, modifications, and closeouts.
  • Attend training, if necessary, and maintain proficiency to perform queries of the DOE Business Intelligence/STARS accounting system for contract financial data.
  • Process and route classified and unclassified correspondence in accordance with approved procedures.

Requirements

  • An active DOE Q clearance or active DOD Top Secret clearance.
  • Bachelor's degree with 8+ years of related program/budget analysis and nuclear weapon programs experience.
  • Excellent written and verbal communication skills with demonstrated experience in developing briefings for senior and executive management.
  • Proficiency in the Microsoft Office suite with particular emphasis on word processing, presentation, and spreadsheet applications (MS Word, MS PowerPoint and MS Excel).
