The Program Budget Analyst V position is a critical role within the Policy and Planning Department, specifically in the Budget & CIP Division, located in Honolulu, Oahu. This position is responsible for reviewing the six-year plans of one of the major programs in the Judiciary's program budget structure. The analyst will tackle some of the most challenging problems associated with budget analysis and program evaluation. The role requires a high level of analytical skills and the ability to systematically organize information to assist in making informed decisions regarding program effectiveness and resource allocation. The analyst will engage in program analysis and evaluation, which involves examining the probable costs and consequences of alternative courses of action. This includes familiarity with analytical methods such as sampling, probabilities, linear programming, break-even analysis, cost-benefit analysis, and Monte Carlo methods. The position also entails direct participation in program planning, where the analyst will help set objectives, select methods to achieve these objectives, and measure the success of these initiatives. In addition, the Program Budget Analyst V will be involved in program budgeting, which includes preparing and reviewing budgets and program plans for major programs. This involves appraising and comparing various program activities in terms of their contributions to overall goals and objectives, analyzing resource levels, and revising objectives and budgets based on changing conditions. The role is designed for individuals with extensive experience in program analysis, planning, and budgeting, ensuring that the Judiciary's financial resources are effectively utilized to meet its objectives.
