About the position

The Program Analyst (Budget) position at Business Integra Inc. is a long-term contract role based in Springfield, VA, with a hybrid work model that requires three days onsite and two days remote. The primary responsibility of the Program Analyst is to manage resource allocation and provide technical oversight for physical and/or technical security programs. This role demands high-level technical expertise and active participation in briefings and meetings, where the analyst frequently provides subject matter expertise in performing various technical tasks. The Program Analyst will be tasked with advising and guiding officials on program planning, budgeting, programming, and contract administration activities. This includes developing, recommending, and interpreting policies and procedures, as well as planning and organizing contract actions. The analyst will also provide assistance and guidance throughout the contracting process, including training new employees in contracting practices. Financial and budgetary support is a critical aspect of this role, which involves developing Out-Year financial plans and budget estimates for supplemental programs. Additionally, the Program Analyst will establish and maintain liaison with appropriate offices, overseas posts, and relevant foreign affairs and intelligence agencies, ensuring effective communication and coordination. Candidates must be U.S. citizens and possess or be capable of obtaining a minimum of a SECRET clearance, with higher clearances potentially required. A Bachelor's degree is preferred, along with three to five years of experience in planning, developing, coordinating, and conducting analyses related to operational efficiencies, program trends, and effective budget/resource utilization.

Responsibilities

  • Providing advice and guidance to officials on program planning, budgeting, programming, and contract administration activities.
  • Developing, recommending, and providing interpretation and implementation of policies and procedures.
  • Planning, organizing, and assisting with contract actions.
  • Providing assistance, advice, and guidance in all aspects of the contracting process.
  • Training new employees in contracting.
  • Providing financial and budgetary support.
  • Developing Out-Year financial plans and budget estimates for supplemental programs.
  • Establishing and maintaining liaison and serving as the focal point for coordination and communication with appropriate offices, overseas posts, and interested foreign affairs and intelligence agencies.

Requirements

  • Must be a U.S. citizen and possess or be capable of obtaining/maintaining a minimum of a SECRET clearance.
  • Bachelor's Degree preferred.
  • Three (3) to five (5) years' experience serving as an analyst in planning, developing, coordinating, and conducting analyses for overall operational efficiencies/inefficiencies.
  • Experience identifying complex cross-cutting areas of program requirements and needs.
  • Experience providing advice and preparing and presenting controversial reports on the program's status to senior management officials.
  • Experience applying various laws, regulations, policies, and precedents affecting the use of program and related support resources.
  • Experience conducting detailed analyses of functions and work processes; and presenting recommendations for improvements and corrective actions.
  • Proficient in current Microsoft Office Suite including Outlook, Word, Excel, and SharePoint.
