About the position

The Program Budget & Pricing Analyst will manage the financial operations of the Research and Exploratory Development Department (REDD) at APL. This role involves providing financial leadership, conducting financial analyses, and supporting proposal development to ensure the financial success and operational efficiency of various projects. The analyst will collaborate with internal and external stakeholders and will require an active TS/SCI clearance with polygraph.

Responsibilities

  • Provide financial leadership and support to APL Program and Project Managers.
  • Use internal business applications and Excel to forecast project costs and develop staffing plans.
  • Monitor and prepare routine financial analyses of projects to compare plans vs. actuals.
  • Review and assist in the development of staffing projections and identify skill gaps.
  • Prepare financial reports in support of contractual requirements and customer requests.
  • Prepare financial reports for the Intelligence Community, including Contract Expenditure Reports.
  • Engage subcontractors in project planning to forecast spending.
  • Support the planning and execution of customer reviews and milestone meetings.
  • Lead proposal development operations in response to RFPs and BAAs.
  • Assess solicitation requirements and assist in the development of Statements of Work (SOWs).
  • Coordinate and cost resource requirement inputs for proposals.
  • Perform quality reviews of program's business support requirements and financial documents.
  • Engage with leadership to communicate potential concerns and risks.
  • Seek innovations to enhance quality and business processes.

Requirements

  • Bachelor's degree in a Business area (e.g., Business Management, Accounting, Business Administration, Finance).
  • 3 or more years of relevant experience in DoD, Intelligence Community, and Federal financial and cost analysis.
  • Proven ability to be a self-starter with high initiative.
  • Effective communication skills with internal and external customers.
  • Highly skilled in Microsoft Excel.
  • Active TS/SCI with Polygraph clearance.

Nice-to-haves

  • Previous experience in a DoD and/or Intelligence Community contracting environment.
  • Working knowledge of FAR, CAS, and federal pricing procedures.
  • Experience with proposal preparation and project financial reporting software.
