About the position

The Leidos Health Solutions sector is seeking a dynamic, mission-centric hands-on Chief Technology Officer (CTO) with program management experience to support a federal agency's mission-critical enterprise program. This program supports a profit and loss (P/L) structure and involves managing a team of over 100 professionals. The ideal candidate is a strong technical leader with a deep understanding of application modernization, cloud services, and solution architectures. They should be energetic, self-motivated, and capable of guiding and mentoring technical professionals while maintaining a value-driven and customer-centric mindset. As the CTO, you will be accountable for directing customer support services, engineering, and strategic support activities across all aspects of the program. This includes overseeing Application Modernization efforts for legacy COBOL and Java applications, Data Analytics, Service Desk operations, Low Code/No Code solutions, DevSecOps practices, Automation, cloud infrastructure, cybersecurity, and engineering areas of the program. The CTO will leverage a broad IT background and a deep understanding of IT management and engineering processes, cost estimating, business acumen, and project management to make recommendations and advise on organization-wide system improvements and optimizations. In collaboration with the Program Manager, the CTO will steer technical efforts and work closely with clients to develop technical roadmaps and implementation plans. The successful candidate should possess strong communication skills and the ability to convey complex technical concepts to non-technical audiences. This role requires a collaborative, analytical, and innovative thinker with strong problem-solving skills, responsible for leading information technology initiatives and strategies to deliver optimal solutions for the customer's mission.

Responsibilities

  • Guide teams in creating Enterprise Architecture roadmaps, designs, implementation plans, and operational documentation.
  • Conduct Enterprise Architecture assessments, planning, modernization, maintenance, and migration activities.
  • Engage with customers to understand their mission and provide strategic approaches to meet their goals.
  • Assist in creating automation capabilities to improve service delivery and operational efficiencies within cloud environments.
  • Provide technical process improvement recommendations for standardizing and optimizing system and infrastructure designs.
  • Collaborate with Operations teams and contractors to solve complex technical problems related to on-premises and cloud-hosted systems.
  • Ensure Federal security standards are integrated into designs and implementations.
  • Provide technical direction and architecture guidance to infrastructure implementation and maintenance teams.
  • Identify opportunities for emerging IT solutions and analyze cloud utilization to reduce costs and increase productivity.
  • Establish and enforce standard procedures for product selection and system design changes.

Requirements

  • Master's degree (or equivalent) and 15+ years in Information Systems, Information Security, IT, EE, Network Engineering, Computer Science or Bachelor's Degree and 20+ years of prior relevant experience.
  • Significant background (5+ years) designing, building, and curating application development capabilities for the Federal Systems Integration market.
  • In-depth understanding of application, cloud, middleware, data management, cyber, enterprise IT, and data center optimization concepts.
  • Experience directing digital modernization efforts for federal health agencies such as NIH, HHS, and FDA.
  • Background in developing strategic plans for IT services deployment and system upgrades.
  • Experience directing engineering teams with hands-on exposure to diverse network and system security technologies.
  • Hands-on exposure and knowledge of multiple types of technologies.
  • Leadership experience in organizations.
  • Experience in modernizing mainframe applications using various methods and tools.
