About the position

The Program Consultant - Welding Quality position at Austin Energy is a full-time role focused on administering, coordinating, and consulting on power plant engineering and construction projects, particularly those involving welding and welding inspection. The primary purpose of this position is to ensure the quality and safety of welding operations, safeguarding against catastrophic weld failures that could lead to unit outages, costly repairs, and potential safety incidents. This role is critical in maintaining the integrity of power plant assets and involves overseeing the in-house welding quality program, which qualifies Austin Energy employees to perform welding repairs on critical assets. As a designated Critical Employee, the individual in this role will be essential to the operations of the City or department, with responsibilities that may require working at designated sites or alternate locations. The position may involve modified schedules and reassignment during extraordinary situations or emergencies to ensure essential services are provided. The consultant will also be responsible for resolving escalated project claims and disputes, managing contracts and documents, and ensuring compliance with legal and regulatory standards. The role requires a strong background in engineering or architecture, with significant experience in project management. The consultant will also provide technical advice to city management and field personnel, attend City Council and board meetings as a representative, and coordinate site selection analyses. This position demands a high level of expertise in welding quality programs, including the creation and administration of welding specifications and procedures, as well as the ability to manage project budgets and schedules effectively.

Responsibilities

  • Administer and coordinate power plant engineering and construction projects related to welding and asset inspection.
  • Safeguard against catastrophic weld failures that could lead to unit outages and safety incidents.
  • Oversee the in-house welding quality program for Austin Energy employees.
  • Resolve escalated project claims, disputes, and contentious issues.
  • Manage, review, approve, and process contracts and documents.
  • Initiate review and/or design of engineering/architectural projects, including related documentation.
  • Assign projects, establish schedules, monitor performance of staff, and ensure project completion within timelines.
  • Inspect and monitor projects for legal, regulatory, and initiative compliance.
  • Develop standard operating procedures, policies, and ordinances, and monitor performance criteria.
  • Manage project budget and schedule, and administer consultant and legal department services.
  • Provide technical advice and assistance to city management, field personnel, and contractors.
  • Attend City Council and board meetings as a City staff representative.
  • Coordinate the analysis of site selection.

Requirements

  • Bachelor's degree in engineering, architecture, or related field plus five (5) years of related work experience including two (2) years as a project manager.
  • OR Nine (9) years of work experience in engineering, architecture, or related area including two (2) years as a project manager.
  • A Master's degree in a related field may substitute for two (2) years of experience requirement.
