About the position

As a Program Contracts Manager specializing in Baseline Change Management, you will play a crucial role in supporting the management and contractual day-to-day activities of the program under the supervision of the program director. This position involves planning, tracking, and managing contractual correspondence, baseline change management, documentation, proposal approvals, negotiations, and other ad hoc tasks. You will be responsible for change management and proposal submission, including fee assertion and self-assessment of incentive/award fee-bearing contracts. In this role, you will act as a liaison with Honeywell finance, ensuring that contract deliverable reports are provided to the customer in relation to funding requirements and estimates to complete. As a customer-facing leader, you will represent Honeywell throughout the contract award process and program execution, requiring you to act with limited oversight. Your responsibilities will include developing and implementing contract strategies and policies to ensure compliance with legal requirements and company objectives, collaborating with cross-functional teams to resolve any issues, and monitoring contract performance against defined scopes. You will also participate in regular program reviews, customer meetings, and monthly reporting, while managing risks and opportunities. Your role will involve coordinating approvals for key change efforts, assisting in drafting and reviewing contractual briefs, and providing negotiation support. Additionally, you will support EAC/EVMS variance analysis and coordinate with Honeywell Law & Contracts for terms review and approvals. This position requires a U.S. citizen due to compliance with U.S. export control laws and regulations.

Responsibilities

  • Develop and implement contracts strategies and policies to ensure compliance with legal requirements and company objectives
  • Collaborate with cross-functional teams to ensure contract compliance and resolve any issues
  • Review, interpret, and analyze contract terms and conditions for FAR 12 and FAR 15 type government contracts
  • Monitor contract performance against defined scope and identify areas for assertion
  • Participate in regular program reviews, customer meetings, monthly reporting, and risk and opportunity management
  • Coordinate approvals for key change efforts
  • Assist in the drafting and review of contractual briefs, change assertions, and negotiation support
  • Support to EAC / EVMS variance analysis and if required get to green initiatives
  • Coordinate with HON Law & Contracts for terms review, approvals, and ad hoc L&C inputs as required
  • Customer monthly funds status reporting
  • Risk and opportunity management

Requirements

  • 5+ years of Government Contract Experience
  • Extensive experience managing FAR 12 / FAR 15 efforts
  • Current or recent DoD Secret security clearance, ability to obtain TS/SCI
  • Bachelors Degree
