The Program-Data Analyst III position is located within the Bureau of Overseas Buildings Operations (OBO), specifically in the Planning and Real Estate Directorate (PRE), Office of Strategic Planning (OSP). This office is tasked with managing the Bureau's capital and non-capital planning programs, which includes developing multiyear project schedules, defining project requirements, and administering interagency cost-sharing programs that provide the necessary funding for constructing and maintaining overseas facilities. The role is critical in ensuring that data standards, policies, and procedures are established and maintained within assigned sub-domains of OBO to promote data quality and compliance with federal regulations. In this position, the analyst will participate in identifying specific data standards for elements within their assigned sub-domains, conducting quality analyses to ensure compliance and effectiveness, and resolving identified data issues. The analyst will also assist in the development and implementation of data governance frameworks and data stewardship programs, collaborating with data stewards and users to enhance data accessibility and utility. This collaboration is essential for fostering an environment that supports data-driven decision-making while maintaining the integrity and security of classified databases and systems. The analyst will manage assigned data assets, which includes metadata management, data cataloging, and tracking data quality metrics. They will provide expert advisory and operational support to data stewards and producers, helping to resolve complex issues and cultivate a culture of high data quality and continuous improvement. Regular briefings to office leadership on the status of data standards and quality issues will be a key responsibility, along with offering insights and recommendations based on the analysis of data. Additionally, the analyst will maintain awareness of broader data and analytics needs within OBO and DOS, advising senior management on the potential benefits of automation and strategies to improve program operations. They will conduct comprehensive data analyses, methodological reviews, and validation efforts to assess programmatic performance and identify effective administrative processes. The role requires the use of various software and programming languages, including Python, R, MS Power BI, and Tableau, to explore and analyze data, test hypotheses, and inform decision-making. The analyst will also be responsible for translating complex data analytics concepts into concise written and graphical analyses tailored to specific audiences, ensuring that findings align with original problem statements and research objectives.
