About the position

As a Program Finance Manager II, you will lead the Program Finance team in implementing and managing integrated program management processes aligned with industry best practices and corporate governance. This role focuses on developing program management standards, conducting independent assessments, and mentoring team members while supporting cross-departmental continuous improvement and governance efforts.

Responsibilities

  • Lead the Program Finance team in the implementation and management of integrated program management processes.
  • Develop and manage integrated program management practice standards.
  • Conduct independent program assessments and peer reviews to ensure adherence to guidelines.
  • Support Program Finance leaders in continuous improvement and problem-solving initiatives.
  • Manage Program Finance software tools including Cobra, MSP, and Power BI dashboards.
  • Act as the primary data steward for Program Finance tool data.
  • Own training documents and implement training programs for tool usage.
  • Provide user support and best practices for Program Finance tools.
  • Act as a Subject Matter Expert (SME) for decisions related to tools, processes, and procedures.

Requirements

  • Bachelor's degree in a Business-related field.
  • Proven leadership abilities including change management and mentoring.
  • Experience with scheduling software (MS Project) and Earned Value Management software (Deltek Cobra).
  • Strong background in Program Controls fundamentals and program risk management.
  • Business management experience related to program execution.
  • User experience in Cobra, MSP, and other program management tools.

Nice-to-haves

  • Certification in PMP, EVP, & PMI-SP.
  • Experience communicating with program personnel and senior management.
  • Experience developing complex solutions in a collaborative environment.
  • Knowledge of DoD, government contracting, and public auditing policies.
  • Experience in successful completion of Program IBRs, JSRs, and Internal Surveillances.
