About the position

This position exists to manage the administration of state grants. This position produces the annual Application and Performance Report for assigned grants and provides guidance to respective review panels/committees regarding grant related activities. This position manages subgrants which includes site visits to ensure compliance with grant mandates and requirements. Responsibilities of this position include initiating, monitoring and directing administrative aspects related to receiving, disbursing, monitoring, audit compliance, and reporting of federal and state grant programs, which distribute funds throughout the state. This position interprets programmatic and financial state laws and regulations to ensure compliance by subgrantees. This position reviews and approves proposals to determine funding eligibility, approves cash requests, authorizes or denies grant adjustments and budget modifications and drafts grant agreements and modifications to grant agreements. This position may serve as the staff liaison to the grant review panel/committee and manages the process by which they review grant applications and manages the process by which grant application appeals/reconsiderations of the advisory board's/councils' decisions are made.

Responsibilities

  • Interprets federal and state statutes, rules and regulations related to federal and state grant funds.
  • Composes Announcements of Funds for assigned grants based on federal and state regulations and funding committee/panel recommendations.
  • Receives and reviews applications for compliance, analyzes budgets, contacts applicants for clarifying information, recommends funding decisions to the Funding Review Committee/Panel and its appropriate committees.
  • Prepares content of Grant Agreement (contract) and approval letters, and completes internal paperwork.
  • Manages the process by which the Funding Review Committee/Panel conducts application reviews, makes funding recommendations and hears appeals/requests for reconsideration.
  • Provides technical expertise in the use of DCJ's grant management system and guides the board, DCJ staff and subgrantees through each step of each grant life-cycle including funding, contracting, reporting and closeout.
  • Conducts compliance monitoring file reviews, desk and/or on-site monitoring with subgrantees to assess financial and programmatic compliance.
  • Reviews and approves cash requests, quarterly progress reports (narratives); authorizes or denies budget revisions, budget extensions, program modifications; drafts contract modification documents.
  • Develops and conducts state-wide trainings for DCJ's grant management system, for grant management, grant writing and performance measures for subgrant applicants and recipients.

Requirements

  • Seven (7) years of professional experience in programmatic grant management and grant administration.
  • OR a Bachelor's degree in any field and three (3) years of professional experience in programmatic grant management and grant administration.
  • Excellent reasoning and analytical and problem-solving skills.
  • Superior communication skills.
  • Collaborative, professional, enthusiastic, positive attitude, able to collaborate, communicate and cooperate with multiple cross-functional partners.
  • Ability to work and successfully navigate in a highly politically charged environment.
