About the position

OCT Consulting LLC is seeking a senior acquisition and program management subject matter expert (SME) to support the best practices and training function for a government client's acquisition and program management review board. This role involves developing a repository of best practice templates, creating training materials, and leading training sessions for various stakeholders. The SME will also participate in the review process, ensuring that programs adhere to optimal management practices for large-scale procurements valued at $500 million or more.

Responsibilities

  • Develop a repository of agency-specific best practice templates and examples for acquisition and program management documents.
  • Ensure programs are well-trained on best practices and refine their documentation prior to the EBRC cycle.
  • Create a Best Practices Training Plan to train programs and the review team on acquisition and program management best practices.
  • Evangelize the use of best practice templates across the Department and educate stakeholders on the review process.
  • Evaluate documents submitted to the acquisition/program management review Committee and participate in the review process.
  • Develop key issues lists, informational memos, and other evaluation outputs for the Committee.
  • Answer questions from Committee members regarding evaluations and lead briefings as needed.
  • Work closely with programs to ensure they understand submission requirements and quality standards.
  • Refine the Analytical Framework Breakdown (AFB) for evaluation criteria and communicate changes to stakeholders.
  • Collaborate with the Liaison Office to evolve review processes related to the 45-day review cycle.

Requirements

  • Minimum of 30 years of work experience in senior-level acquisition and program management support for Federal agencies.
  • Previous Federal government experience at the SES level or as a senior executive in public sector consulting.
  • Experience overseeing Federal acquisitions valued over $500 million and managing similar programs.
  • Strong leadership skills and ability to inspire others under tight timelines.
  • Extensive experience in developing and reviewing acquisition and program management documents and best practices.
  • Experience developing training plans and materials related to large-scale acquisition and program management.
  • Experience leading trainings for groups of varying sizes and confidently delivering key messages.
  • Excellent organizational skills and ability to create executive-level materials without oversight.
  • Strong communication skills and ability to work collaboratively with senior government stakeholders.
  • Willingness to engage in business development tasks in addition to client work.
  • Proficiency in Microsoft and Google tools for managing shared files.
  • Ability to manage competing priorities in a fast-paced environment.
  • Openness to feedback and continuous self-improvement.
  • Bachelor's Degree preferred.
  • Ability to obtain and retain a Moderate Risk Public Trust clearance.

Nice-to-haves

  • Experience with business development tasks such as responding to RFPs and RFIs.
  • Current Secret or higher clearance preferred.
