About the position

The Program Manager 1A - ARPA Funds Manager position at the Louisiana Department of Health's Office of Aging and Adult Services is responsible for overseeing the management and utilization of American Rescue Plan (ARPA) funds. The role involves forecasting and tracking expenditures, providing reports, and serving as a contract monitor. The incumbent will support programmatic needs and ensure optimal use of ARPA funds to benefit the population served by OAAS. This position requires strong communication skills, project management experience, and the ability to engage with various stakeholders.

Responsibilities

  • Oversee ARPA funded initiatives and serve as liaison for agency on statewide task forces and coalitions related to ARPA initiatives.
  • Coordinate research, analysis, and policy management activities related to statewide social service programs funded through ARPA.
  • Develop plans, policies, and procedures for administering statewide programs funded by ARPA.
  • Draft and finalize contracts and MOUs; monitor budgetary and programmatic compliance with ARPA spending plans.
  • Approve contract invoices related to ARPA initiatives and manage budgetary aspects of agreements.
  • Respond proactively to audit findings and programmatic challenges; conduct audits to assess compliance with ARPA funding.
  • Prepare detailed reports to show progress and compliance with ARPA funding; support communication between stakeholders.
  • Engage in community events and support LDH employee engagement activities.
  • Oversee the development and implementation of training for direct service workers.
  • Support LDH and OAAS Executive Team during disaster activation.

Requirements

  • A baccalaureate degree plus four years of professional level experience in administrative services, public health, or related fields.
  • Experience with contract writing and invoice reconciliation.
  • Experience managing projects to success within short timelines.
  • Ability to research and benchmark best practices.
  • Ability to think critically and creatively solve problems.
  • Experience in continuous quality improvement and data reporting.

Nice-to-haves

  • Experience in health services or social services administration.
  • Familiarity with project management tools such as Excel, Visio, SharePoint, Microsoft Project, and Monday.com.
