About the position

The Program Manager 2 (Nutrition Operations Program Manager 2) position at the Louisiana Department of Health is responsible for overseeing the Bureau of Nutrition Services, which administers federally funded nutrition programs such as WIC and CSFP. The role involves ensuring compliance with USDA regulations, managing program integrity, and implementing strategic initiatives to improve nutrition services for low-income women, infants, children, and seniors. The incumbent will work independently, prioritize multiple demands, and supervise staff to achieve program goals.

Responsibilities

  • Collaborate with the Nutrition Operations Manager to oversee the WIC Program statewide, ensuring compliance with USDA regulations.
  • Ensure compliance with USDA regulations for the CSFP Program, including distribution of supplemental foods and eligibility.
  • Implement strategic activities to support breastfeeding initiation and duration rates among WIC participants.
  • Manage the development and implementation of WIC and CSFP policies related to breastfeeding and nutrition services.
  • Oversee the WIC Breastfeeding Coordinator/Manager in developing breastfeeding initiatives.
  • Manage ongoing developments and enhancements of the Management Information System (MIS) for program operations.
  • Participate in meetings of supervisory staff to facilitate communication and decision-making.
  • Review operations and procedures of state agency and local agencies to ensure program effectiveness and compliance.
  • Work with program managers on data management to improve program services and operations.
  • Supervise State Civil Service and contract staff, including recruitment and performance management.

Requirements

  • A baccalaureate degree plus four years of professional level experience in public health, nutrition, or related fields.
  • Minimum of 5 years of professional experience in public health nutrition, specifically managing USDA federal nutrition programs.
  • Experience in developing and implementing evidence-based public health nutrition programs.
  • Strong leadership skills with experience managing teams and ensuring staff performance.

Nice-to-haves

  • Baccalaureate degree plus six years of professional level experience in Public Health, Nutrition, and/or Clinical Dietetics.
  • At least 3 years of experience in a supervisory or management role.
  • Credentials as a Registered Dietitian (RD) with current licensure from the Louisiana Board of Examiners in Dietetics and Nutrition.
