About the position

The Program Manager for the Homeownership and Below Market Rate Program at the Mayor's Office of Housing and Community Development (MOHCD) is responsible for leading a team that implements San Francisco's planning code and various programs aimed at creating and distributing Below Market Rate units. This role involves providing technical assistance to developers and ensuring compliance with applicable laws and regulations. The Program Manager plays a crucial role in enhancing affordable housing opportunities for low- and moderate-income communities in San Francisco, while also collaborating with various stakeholders to promote equity and inclusion in housing policies.

Responsibilities

  • Lead a team responsible for the implementation of Below Market Rate housing programs.
  • Provide technical assistance regarding complex programmatic issues related to rental and ownership housing placement.
  • Develop and implement training opportunities for internal staff and external partners.
  • Ensure compliance with applicable laws and regulations in housing programs.
  • Collaborate with other program managers to build business systems for housing assistance.
  • Conduct program evaluation and research to document housing needs and trends.

Requirements

  • Possession of a baccalaureate degree from an accredited college or university AND four years of administrative/professional experience in community development, housing, or related fields; OR
  • Possession of a Master's degree in relevant fields AND two years of administrative/professional experience; OR
  • Possession of a Ph.D. or Juris Doctor degree AND two years of administrative/professional experience.
  • Demonstrated experience in affordable housing program administration.
  • Strong knowledge and expertise with new construction housing development.

  • Proficiency in Excel and other Microsoft Suite programs.
